Legislation & Policy Analysis
The 21300 series tracks the legislative and regulatory environment bearing on the Australian residential property market — tax law, planning and zoning policy, housing policy, banking and lending regulation, sustainability and environmental compliance requirements, and tenancy and consumer protection law. Legislation & Policy Analysis (21300) does not carry its own composite reading; it is a taxonomy grouping over eight component nodes, each tracking a distinct regulatory domain or policy outcome. Three carry a certified reading; two — Foreign Investment Policy (21340) and Banking & Lending Regulation (21350) — are registers of policy settings with no standardised reading; two — Sustainability & Environmental Policies (21360) and Tenancy & Consumer Protection Law (21370) — publish no standardised reading while their registers are designed; and one — Housing Policy Outcomes (21380) — groups two components of its own.
The gold shape is each component’s certified Z-score: Tax Laws (21310) −0.0934σ in FY2024-25; Planning Regulations & Zoning Policy (21320) −0.4770σ in Q2 2026; and Housing Policy (Affordable, Social) (21330) −1.2971σ at 30 June 2025. The grey dashed ring marks 0σ, each component’s baseline average. Each reading is the component’s own most recent certification, so reference periods differ between components. The 21300 series carries no composite reading. Foreign Investment Policy (21340) and Banking & Lending Regulation (21350) are registers, and Sustainability & Environmental Policies (21360) and Tenancy & Consumer Protection Law (21370) publish no standardised reading while their registers are designed, so none of the four appears on the chart.
The 21300 series is explained in six tiers, from plain English to expert. Each tier covers the whole series: the standardised readings, the policy registers and the registers still in design.
