Tenancy & Consumer Protection Law
Tenancy & Consumer Protection Law (21370) tracks the regulatory intensity of residential tenancy and consumer protection legislation as it bears on rental-market participants — landlords, agents, and tenants alike.
The certified baseline draws on New South Wales, Victoria and Queensland tenancy legislation, covering approximately 75% of the national rental market by transaction volume. Other states and territories are not currently represented in the node’s regulatory corpus.
Primary metric: Node Composite Z-Score
Metric typology: Step-Function Carry-Forward Composite — the node’s reading holds constant between discrete legislative events and steps when a material tenancy or consumer-protection law change is recorded, the same construction convention used across the 21300 series.
No standardised reading is published. The construct counted legal obligations in the tenancy statutes of three of the eight jurisdictions, a series that changes only when a law commences, and a Z-score on such a series measures when a law began rather than the conditions it governs. A register of tenancy rule settings across all eight jurisdictions, each dated from primary government sources, is being designed in its place.
The other seven components of Legislation & Policy Analysis (21300).
Tenancy & Consumer Protection Law (21370) holds Active status and publishes no standardised reading (NIL RETURN). Sections 1 and 2 describe the obligation-count construct as a record of the method; it is not published as a reading. A register of tenancy rule settings across all eight jurisdictions is being designed in its place.
