23000 – Opinion (Attributed Viewpoints)

The attributed viewpoints of named people outside Australian Property Network (APN): economists, officials, politicians, industry bodies, practitioners and commentators. Each perspective is drawn from the public record in the speaker’s own words, with full provenance, and is followed by APN’s Clinical Reframing. APN’s own analytical conclusions appear only in Insight (22000).

Governed by the APN 23000 Series Curation & Attribution Protocol.

Each perspective has one home, decided by who is speaking. The first test that matches applies:

1. Two or more views set against each other on one question: Point/Counterpoint Debates (23300).
2. An explicit horizon of five years or more, or an argument framed as a provocation: Future Gazing & Provocations (23500).
3. A speaker who holds public office or a statutory role, or the formal policy record: Policy Commentary & Critique (23400).
4. Everyone else, on any subject: Industry Voices (23200).
