Housing Policy Outcomes
Housing Policy Outcomes (21380) groups quarterly measures of what housing policy produces, as distinct from the policy settings read elsewhere in this series. Where Tax Laws (21310), Planning Regulations & Zoning Policy (21320) and Banking & Lending Regulation (21350) read the settings themselves, this node reads results.
It carries no reading of its own. One component is certified and a second is reserved, so a composite would restate the single component under a broader name. A reading is published here when a second component carries data.
Government-Owned Dwelling Delivery (21381) reads the share of dwellings commenced and completed for government ownership. Social & Community Housing Delivery (21382) is scoped and reserved: no national quarterly measure of it is published, for the reason set out below.
Most social and affordable housing in Australia is now delivered by community housing providers rather than by government agencies directly. In national building statistics, ownership is classified by the intended owner of the completed dwelling, and a community housing provider is not controlled by government, so the dwellings it develops and owns are classified private however much public funding supports them.
The consequence is that Commonwealth-funded social housing delivered through those providers does not appear in the public-sector figures, and the Australian Bureau of Statistics states plainly that its public sector estimates cannot be used as a proxy for the growth or decline of non-market housing.
The measure that would fill this gap is annual or occasional: national reporting on government services, the annual housing assistance series, and the published results of individual funding rounds. None is a quarterly national series, and none is reconstructed here from partial sources. The component is reserved so that the gap is visible rather than implied.
Housing Policy (Affordable, Social) (21330) reads the share of the standing dwelling stock that is social housing, annually. Housing Policy Outcomes (21380) reads quarterly flows: what is being commenced and completed now. The two are complements, one a stock measure and one a flow measure, and neither is derived from the other.
