Tax Laws
Tax Laws (21310) tracks the property-transaction tax burden borne by the Australian residential asset base — the ratio of duty collected on property transfers to the value of the residential dwelling stock those transfers move through. It is a trend index of transaction friction imposed by the tax system, not a forecasting instrument for any individual transaction’s duty liability.
Known scope limitation: the numerator (ABS conveyance duty) covers all property transfers — residential and commercial combined, since no residential-only split is published in the source data — while the denominator is the residential dwelling stock alone. Movements in the index can therefore partly reflect changes in commercial-property transaction activity rather than the residential tax burden alone. The node is usable as a trend index; it is not decomposable into a pure residential figure.
Primary metric: Conveyance Duty–to–Dwelling Stock Ratio Z-Score
Metric typology: annual trend index, ABS conveyance duty data (Taxation Revenue, cat. 5506.0) over the residential dwelling stock value series.
Measurement character. ABS publishes conveyance duty on a rolling ten-year window, so its current release begins at the 2015-16 financial year. The 14-observation baseline joins two releases, which agree exactly over the five years they share, and runs on observed data throughout, with no extrapolated or proxied years.
Tier-1 sovereign source; no commercial data dependency exists in the node.
Australian Bureau of Statistics, Taxation Revenue (cat. 5506.0) — conveyance duty on property transfers, annual, all jurisdictions combined; ABS Total Value of Dwellings series as the denominator.
At −0.0934σ, the FY2024-25 reading sits close to its 14-year baseline mean — the conveyance-duty burden relative to dwelling stock value is running near its historical norm, neither an unusually light nor unusually heavy transaction-tax year. Given the mixed residential/commercial scope of the numerator, this reading should be read as a broad property-transaction tax trend rather than a residential-specific burden figure.
The marker shows the node’s certified Z-score, −0.0934σ for FY2024-25, on a scale from −3σ to +3σ. The dashed centre line marks 0σ, the baseline average. The marker is a position on the Z-score scale. As a percentile, FY2024-25 sits at 46.3: indicative position, empirical ranking begins at 20 observations (currently 14).

Tax Laws (21310) holds Active status. The current reading is certified against Tier-1 ABS sources with zero extrapolated or proxied observations across its 14-year baseline. The mixed-scope numerator limitation described in Section 1 is a permanent, disclosed feature of the certified construction, not a defect awaiting correction.
