1What It Measures

The APN Sovereign Policy Composite Index™ reads national property-system pressure: how much pressure the regulatory and financial system, the development pipeline, climate-related costs, the cost of buying a home relative to earnings and state support, and investment conditions are together placing on the Australian residential property market. Higher readings mean more pressure.

It is the top-level roll-up of the 24000-series branches that are national time series: the equal-weighted mean of the APN Risk & Compliance Index™ (24200), the APN Future Development Pipeline Index™ (24400), the APN Climate-Risk Asset Devaluation Index™ (24500), the APN Net State Position™ (24600) and the APN Investment Conditions Index™ (24700), each entered so that a higher reading means more pressure. Further branches join at equal weight as their composites are built.

This framework was originally developed internally under the working name “Project Overlord” before being formalised as SPCI — see APN Knowledge Brief: Project Overlord for that origin.

2The Five Branches

The APN Risk & Compliance Index™, the APN Future Development Pipeline Index™, the APN Climate-Risk Asset Devaluation Index™ and the APN Net State Position™ enter as they read: more regulatory and financial-system pressure, more friction in the development pipeline, faster-rising climate-related costs and a heavier burden on home buyers raise the index. The APN Investment Conditions Index™ enters through its signed composition, inverted: conditions that count against investment raise the index. The signed composition reads each of that index’s six branches in the same quarter, so it is not that index’s published headline, which takes each branch at its own latest quarter.

Not composed. The APN Social Capital Index™ (24100) is a cross-section of 6,787 localities with no quarterly history, so it cannot enter a quarterly reading; it is shown alongside as the geographic context. One further branch, the APN Professional Sentiment Index™ (24300), joins when it has a data source.

Each contribution is one fifth of the branch reading as entered. The reading is taken at the latest quarter in which all five branches carry full component coverage. The APN Future Development Pipeline Index™ (+0.3117σ), the APN Climate-Risk Asset Devaluation Index™ (+0.3838σ) and the APN Net State Position™ (+1.5950σ, provisional) have since published June 2026; the other two wait on later releases, among them ASIC’s January–June 2026 enforcement count.

The March quarter 2026 reading, +0.5628σ, has an indicative position of 88.3 and sits inside the normal range of −0.6074σ to +0.6074σ. The chart begins in the December quarter 2021, the first quarter after the household-insolvency break in the APN Risk & Compliance Index™; earlier quarters are not comparable and are not shown. Until September 2023 at least one branch lacks full component coverage, so those quarters are drawn dashed and are not ranked. With 11 ranked quarters the position is indicative, using the index’s variance correction of 0.4739.

Branches over time

Each branch is shown as it reads, on one shared scale (−2σ to +2σ), from March 2015. The APN Investment Conditions Index™ is shown as its signed composition, which the index enters inverted. The Risk & Compliance card begins in December 2021, after its recorded break.

5Reading the Pattern

At +0.5628σ in the March quarter 2026, the index sits above its centre, at an indicative position of 88.3. The largest contribution comes from the APN Net State Position™, at the highest point of its record, which adds +0.3511; the APN Risk & Compliance Index™, at the highest point of its own joint record, adds +0.1869, and climate-related costs add +0.0486. The development pipeline sits close to its centre and the investment-conditions term close to zero, so together they subtract about 0.02.

Across the eleven ranked quarters, from September 2023, the index rose to a high of +0.5851σ in March 2024, eased to +0.3990σ in September 2025, and has risen since. The net-state-position branch has pressed throughout, as dwelling prices outran earnings; climate-related costs pressed hardest in 2023 and 2024 and eased through 2025, while the Risk & Compliance branch rose from below its centre in 2023 to its current high.

6Methodology & Disclosed Caveats
  • Construction. The equal-weighted mean of five branch composites, each entered so that higher means more pressure, renormalised across the branches present in each quarter. Each branch is itself the equal-weighted mean of its own components.
  • The investment-conditions term. The APN Investment Conditions Index™ enters through its quarterly signed composition: each of its six branches signed for or against investment and read in the same quarter, with the value of the dwelling stock excluded, as in that index’s signed reading. Because that index’s headline blends each branch’s own latest quarter, its published signed reading (53.4) and the term used here (+0.0363σ at March 2026) differ.
  • Reference quarter. The reading is taken at the latest quarter in which all five branches carry full component coverage, March 2026, with no blending of different quarters.
  • Indicative position. The joint window holds 11 quarters, September 2023 to March 2026, below the 20 at which empirical ranking begins, so the position is model-based: the standard normal distribution evaluated at the reading divided by the index’s variance correction. Empirical ranking begins automatically at 20 joint quarters, with the change of basis disclosed.
  • Variance correction. The correction, 0.4739, rests on the six branch pairs with at least twelve joint quarters: Risk & Compliance with Development Pipeline (18 quarters, correlation −0.37), with Climate-Risk (18, +0.13) and with Net State Position (18, +0.15); Development Pipeline with Climate-Risk (56, +0.06) and with Net State Position (56, −0.26); and Climate-Risk with Net State Position (57, +0.40). The four pairs involving investment conditions are imputed at their weighted mean, +0.05. The correction lies above the 0.4472 that five independent branches would give. It is re-estimated as the investment-conditions pairs reach twelve quarters, from the September quarter 2026, and the position may move when it is.
  • Break. The household-insolvency component of the APN Risk & Compliance Index™ is comparable only from the December quarter 2021, so earlier quarters of this index are not shown or ranked.
  • Coverage. Five of the seven 24000-series branches compose the index. The APN Social Capital Index™ is shown alongside rather than composed, and the APN Professional Sentiment Index™ (24300) has no source. The climate-risk branch reads climate seasons alongside calendar quarters, about one month apart, as disclosed on its page.
  • Provisional. The APN Net State Position™ enters with its tax-to-subsidy component’s 2025-26 quarters, which rest on state budget estimates of transfer duty. This index is therefore provisional until ABS Taxation Revenue for 2025-26 is published (about April 2027), and the reading may move when the actuals replace the estimates.
