1 Node Definition

Interest Rates (21210) measures the cost of capital confronting the Australian residential asset base across four discrete vectors: the RBA official cash rate, retail lending rates actually charged to borrowers, the regulatory ceiling on high-leverage lending, and forward market pricing of future rate settings. The node functions as the governing parameter for credit velocity, structural liquidity and asset serviceability, and operates as the mathematical anchor transforming nominal asset values into real, serviceability-adjusted metrics.

Interest Rates (21210) does not measure how borrowers respond to rate settings; one observable response, the first home buyer share of new lending, is read by First Home Buyer Lending Share (21660). Nor does it measure fiscal or state-level policy interventions, which are captured separately within the 21300 Series (Legislation & Policy Analysis). Interest Rates (21210) measures the cost-of-capital environment itself, as set by the Reserve Bank of Australia (RBA) and constrained by the Australian Prudential Regulation Authority (APRA).

Metric typology: Continuous Multi-Vector Composite, certified under the APN Codex certification pipeline.

Measurement character. The primary cash rate vector captures official monetary policy settings at daily frequency, aggregated to quarterly observations. The retail lending rate vector (RBA F5) captures the actual transmission of policy into household borrowing costs, inclusive of bank margin and funding cost pass-through. The high-DTI exposure vector (APRA) captures the regulatory constraint on leveraged origination. The forward yield vector (2-year government bond) captures market pricing of anticipated future rate conditions.

Architectural Independence — Node 21660

Interest Rates (21210) measures the cost and availability of capital as set by policy and regulatory instruments. First Home Buyer Lending Share (21660) measures one observable response to that environment: the first home buyer share of new lending commitments. Zero analytical redundancy exists between the two nodes.

3 Data Sources

Four discrete data vectors are ingested from two Tier-1 sovereign institutional sources, certified against the APN baseline.

Note on baseline resampling. Under the A2 baseline-frequency pass ratified 15 August 2026, baseline μ/σ/N for the cash rate, retail lending rate and forward yield vectors are now computed on the quarterly-resampled series (60, 60 and 50 observations respectively) rather than on raw native-cadence observations, which is why the N figures above differ from earlier drafts of this page. The high-DTI vector is quarterly-native and unaffected. Its total observation count (N = 28) remains below the platform’s minimum-observations threshold — a pre-existing, disclosed condition unrelated to this pass.

4 Historical Record — Monetary Policy Epochs

The cash rate composite series captures a complete monetary policy cycle across the certified baseline, now extending through Q2 2026 (certified):

  • Easing phase (2011–2021): Sustained reduction from 4.75% (Mar 2011) to the historic low of 0.10% (Dec 2020 – Mar 2022), Z falling from +1.64σ to −1.56σ.
  • Tightening cycle (2022–2023): Rapid rate rises from 0.10% to 4.35%, the fastest tightening cycle in the baseline period, Z rising from −1.56σ to +1.37σ.
  • 2025 partial easing: Two 25bp reductions (May, August 2025) to 3.60%, Z compressing to +0.85σ by Dec 2025.
  • 2026 re-tightening (certified through Q2): The RBA lifted the cash rate to 3.85% in February, 4.10% in March and 4.35% in May 2026, reversing the 2025 easing cycle in full. The certified composite reached +1.0049σ in the March quarter and +0.9807σ in the June quarter. The Board raised the target again, to 4.60%, on 30 September 2026; that quarter is certified once its data are complete.

The cash rate and the retail lending rate rose with the May increase, adding about 0.09 to the composite. The two-year bond yield fell by about 40 basis points between the March and June quarter-ends, and the high debt-to-income share of new lending fell from 6.20% to 5.40%; together those subtracted about 0.11. The composite eased slightly as a result.

Window restricted to the last 12 quarters (Q3 2023 – Q2 2026); the Recent Trend and Divergence charts show observed values through Jun 2026. The 2020–2022 zero-lower-bound period is excluded: year-on-year percentage changes are not meaningful when calculated against a near-zero base (the cash rate's 0.10% floor produces percentage swings in the thousands), so that window is represented via the epoch chart's Z-score series instead.

7 Analytical Interpretation

The certified composite Z-score of +0.9807σ (Q2 2026, certified 29 September 2026) reflects a materially restrictive cost-of-capital environment relative to the 15-year baseline. It is slightly below the March quarter reading (+1.0049σ): the May increase took the cash rate to 4.35% and the retail lending rate to 8.77%, but the two-year bond yield fell and high debt-to-income lending declined over the quarter.

Position. 96.6, ranked against 30 quarters of the node’s record: only the March quarter 2026 reads higher.

The retail lending rate vector (Z = +1.7730σ) sits above the cash rate vector (Z = +1.3688σ). The certified retail lending rate of 8.77% (Q2 2026) is 442 basis points above the cash rate, the same spread as in every quarter since 2022 on this indicator series, and it has not compressed through two easing-then-tightening cycles.

The forward yield vector again carries the highest Z-score in the node (+1.8509σ), but its lead over the cash rate vector narrowed from 0.98 standard deviations in March to 0.48 in June as the yield fell and the cash rate rose. The March gap was the widest since September 2022. The Reserve Bank raised the cash rate target to 4.60% on 30 September 2026, in the following quarter.

The high-DTI exposure vector remains the outlier, holding a negative Z-score (−1.0697σ) throughout the observed period since its 2021 peak. This departs from what an elevated-rate environment alone would predict, and reflects the simultaneous operation of two constraint mechanisms: rate-driven demand suppression and the APRA 20% high-DTI cap acting as a supply-side hard limit. This vector's baseline holds 28 quarterly observations, because APRA's series begins in 2019, which is below the platform's minimum-observations threshold; every reading of this node discloses it. Capital displaced from the regulated ADI channel by this constraint continues to be observable in the growth of the Australian Private Credit Market (Non-Bank Financial Intermediation), which the certified baseline does not directly track but which Credit Velocity (21270) is architecturally positioned to capture.
