Social & Community Housing Delivery
Social & Community Housing Delivery (21382) is reserved for a quarterly measure of how many social and affordable dwellings are being delivered nationally, whoever owns them. It is a component of Housing Policy Outcomes (21380), alongside Government-Owned Dwelling Delivery (21381).
The node carries no reading, and no input is mapped to it. It exists because the measure matters and the data does not yet support it, and a named gap is more useful than a silent one.
National building statistics classify a dwelling as public or private by the intended owner of the completed building. A community housing provider is not controlled by government, so dwellings it develops and owns are classified private, however much public funding supports them. Most social and affordable housing in Australia is now delivered this way.
The result is that Commonwealth-funded social housing does not appear in public-sector building figures, and the Australian Bureau of Statistics states that its public sector estimates cannot be used as a proxy for the growth or decline of non-market housing. The sibling node, Government-Owned Dwelling Delivery (21381), reads what those figures do support: dwellings built for government ownership.
- National reporting on government services — social housing expenditure and dwelling counts by state, annual.
- The annual housing assistance series — social housing dwellings and households, annual, national.
- Published funding round results — homes contracted under the Commonwealth housing facilities, released per round rather than on a schedule.
Each is annual or occasional, and none is a national quarterly series. A reading is published here if and when a periodic source exists. Nothing is estimated from partial sources in the meantime.
Reserved and inactive. No inputs mapped, no reading published, and no contribution to any index. Findings are presented on the basis of data and evidence alone.
