1Node Definition

Government-Owned Dwelling Delivery (21381) reads the share of Australian dwelling construction that is built for government ownership, on two measures: dwellings commenced and dwellings completed. It is a component of Housing Policy Outcomes (21380).

What it does not measure. It is not a measure of social, community or affordable housing delivery. Ownership is classified by the intended owner of the completed dwelling at the time of approval, so a dwelling developed and owned by a community housing provider is classified private, whatever public funding supports it. Commonwealth-funded dwellings delivered through community housing providers therefore sit outside this reading. The Australian Bureau of Statistics states that its public sector estimates cannot be used as a proxy for the growth or decline of non-market housing, and this node adopts that position. The share of the standing social housing stock is read separately, and annually, by Housing Policy (Affordable, Social) (21330).

2Metric Definition

Primary metric: public-sector share of dwelling commencements and completions, Z-Score

Z-Score Construction
Current (Q2 2026)+0.2697σ
CtPublic-sector share of dwelling commencements, 2.1892% (μ 1.7874, σ 0.6969, N 60), z +0.5764
FtPublic-sector share of dwelling completions, 2.0481% (μ 2.1075, σ 1.6017, N 60), z −0.0371

Metric typology: two-vector Z-score index at equal weight. A share is used rather than a count, so the reading is not carried by the size of the overall building cycle.

Construction of the inputs. The published statistics give the private sector and the total for each measure; the public figure is the remainder. Both shares are original terms, quarterly, and national.

Quarterly, national, September quarter 1984 to June quarter 2026, giving 168 quarters in which both measures are present. The baseline window is 2011 to 2025, N 60.

4Analytical Interpretation

At +0.2697σ (Q2 2026), government-owned delivery sits a little above its 2011–2025 average. Commencements are above that average and completions marginally below it, at 2.19% and 2.05% of all dwellings respectively.

Position. 33.5, ranked against all 168 quarters of the record. The reading being ordinary against the recent baseline while sitting in the lower part of the full record is not a contradiction: it is the structural change in who builds housing in Australia. Government-owned delivery averaged 8.97% of commencements through the 1980s, 5.22% through the 1990s, 2.62% through the 2000s, 2.44% through the 2010s and 1.94% so far this decade. A reading at the modern average is a low reading against the long record.

Reading the two figures together

The Z-score answers “how does this quarter compare with the past fifteen years”, and the position answers “how does it compare with everything on record”. Both are stated because either alone would mislead.

Node 21381 · Reading History
Node Z-Score by Quarter, September 1984 to June 2026

The gold line is the node’s reading in each quarter. The grey dashed line marks 0σ, the mean of the 2011–2025 baseline. The record runs from +12.2921σ in the September quarter 1986 to −1.0372σ in the March quarter 2019. Readings before 2000 are measured against a baseline drawn from a later period in which government-owned delivery was a far smaller share, which is why they stand so far above it.

Node 21381 · Decade Averages
Public-Sector Share of Dwelling Commencements, Average by Decade

Each bar is the average public-sector share of dwelling commencements across that decade: 8.97% in the 1980s (from the September quarter 1984), 5.22% in the 1990s, 2.62% in the 2000s, 2.44% in the 2010s and 1.94% in the 2020s to date.

5Methodology & Disclosed Caveats
  • The public figure is a remainder. The source publishes the private sector and the total; the public sector is the difference between them. Any revision to either published measure moves this reading.
  • Community housing is outside the measure. Dwellings developed and owned by community housing providers are classified private, because those providers are not controlled by government. Dwellings built by private builders under a government purchase contract are classified public. The node therefore tracks government ownership, not public funding.
  • Ownership is recorded at approval. The classification reflects the intended owner at the time of approval rather than the owner at completion.
  • Two eras in one record. The baseline is 2011–2025 while the ranking population is the full 168 quarters. The two answer different questions and are published together for that reason.
