Prudential Policy Settings

Signed Reading
0.0
A more stringent buffer counts against investment conditions, so this component enters the index negated. Signed, it reads the lowest of its own recorded range.
Intensity Reading
60.0
Distance from this node’s own recorded range, without regard to direction.
Both ranked against 46 quarters · as of the quarter ending 30 June 2026
1What It Measures

Prudential Policy Settings measures the stringency of the rules Australian lenders must apply when assessing whether a borrower can afford a mortgage. Specifically, it tracks the serviceability buffer APRA requires lenders to add to a loan’s actual interest rate when testing affordability.

The node is a component of Policy & Regulatory Conditions (24720), which in turn sits within the APN Investment Conditions Index™ (24700). It is a national time series, not a geographic one — there is no locality distribution or map at this node.

A buffer of three percentage points means a borrower applying at a six per cent rate must demonstrate they could service the loan at nine. The buffer therefore governs borrowing capacity directly, and changes to it move what buyers can borrow without any change in the rate they actually pay.

Its sibling component Regulatory Enforcement Intensity (24721) carries the enforcement signal — how actively regulators use their powers. This node carries the settings themselves.

Minimum serviceability bufferAPRA100.0%

This node has a single input and no predecessor at the parent — it introduces a measure the index did not previously carry. The buffer is a step series: it holds a constant level until APRA changes it, and each level is taken from the relevant APRA letter or media release.

The buffer has stood at three percentage points since the October 2021 change and has not moved since. The standardised column expresses the current level against the node’s own 2011–2025 comparison window.

Reading, ranked quartersCurrent reading

The June quarter 2026 reading, +1.1340σ, ranks 60.0 against 46 quarters. The buffer moves only when the prudential regulator changes it, so the reading is drawn as steps, each labelled with the buffer set, and no normal range is shown. The position shown is the intensity reading; the component enters the index negated, so its signed reading is 0.0.

5Reading the Pattern

The buffer sits at three percentage points, the highest level in the recorded series, and has held there for close to five years. Assessment requirements are more stringent than the window's average, at +1.13 standardised.

The series records three settings across its history: two percentage points from early 2015, two and a half from mid-2019, and three from late 2021. The direction has been one way. No step down appears anywhere in the record.

A mid-scale intensity position of 60.0 alongside a standardised reading well above average is a feature of a step series rather than a contradiction. The buffer has spent a substantial share of its recorded quarters at this same level, so the current setting ranks only moderately against a history it largely constitutes. The whole 46-quarter record holds just three distinct values, and 19 of those quarters sit at the present level.

One comparison the series does not support is a direct one across the 2019 change. The caveats below explain why.

6Methodology & Disclosed Caveats
  • The two eras are not directly comparable as measures of stringency. Before July 2019 the two percentage point buffer operated alongside a seven per cent floor assessment rate that was typically the binding constraint, because rates then sat well below seven per cent. When the floor was removed the buffer became the operative test. A reading of 2.0 in 2016 and a reading of 2.5 in 2020 therefore describe different regimes, not simply different numbers on one scale.
  • Every level is taken from an APRA primary document. The three settings are drawn from the December 2014 letter to authorised deposit-taking institutions, the July 2019 media release and the October 2021 media release respectively, each read directly rather than from secondary summary.
  • History begins in the first quarter of 2015. The December 2014 letter issued three weeks into the preceding quarter, which is recorded as NIL RETURN rather than assigned a level it barely carried.
  • A step series moves rarely and by design. Between changes it contributes no variation, so this node registers regulatory decisions rather than continuous conditions. Long unchanged stretches are the expected behaviour of the measure and not missing data.
  • The comparison window. The 2011–2025 window applied here is ratified as part of this node's certification. The input holds sufficient observations and carries no short-history qualification.
  • Comparison basis. The position ranks this quarter against the 46 quarters in which the input is present. That full-coverage basis is the ratified one across the 24700 series; the all-rows basis is retired. Here the two coincide, because this node has a single input present throughout.
  • Signed direction, and why the signed position reads zero. This component enters the index negated: a more stringent serviceability buffer is an adverse condition for prospective investment. Because the buffer is a step series holding only three distinct values across 46 quarters, and 19 of those quarters sit at the present level, the current setting shares the top of the distribution with eighteen others. Reversed for the signed frame, that same block occupies the bottom. The signed position of 0.0 is therefore the floor of this node's own recorded range, not an absent or withheld value.

8Certification
APN Codex Node 24722 — Certified
  • Certified 10 September 2026 as a component of Policy & Regulatory Conditions (24720), entering that branch at equal weight with its sibling
  • Intensity reading 60.0 and signed reading 0.0, both ranked against 46 full-coverage quarters
  • Enters the index negated: a more stringent serviceability buffer is an adverse condition for investment
  • The signed reading of 0.0 is the floor of this node's own recorded range, a consequence of the step series described above, and is not an absent value
  • The input holds sufficient observations and carries no short-history qualification; its 2011–2025 comparison window is ratified as part of this certification.
  • Findings are presented on the basis of data and evidence alone.
