1What It Measures

Regulatory Enforcement Intensity measures how actively Australia’s financial regulators are using their enforcement powers. It counts formal actions taken, not the rules themselves.

The node is a component of Policy & Regulatory Conditions (24720), which in turn sits within the APN Investment Conditions Index™ (24700). It is a national time series, not a geographic one — there is no locality distribution or map at this node.

Its sibling component Prudential Policy Settings (24722) carries the settings signal — the rules as written. The two are reported separately because a regulator can hold strict settings and enforce them rarely, or hold moderate settings and enforce them often, and a single combined figure cannot express both.

Both inputs are drawn from the regulators’ own published enforcement reporting: ASIC’s half-year counts of investigations commenced, from July–December 2014, and APRA’s register of enforceable undertakings accepted, by calendar year from 2005. Each input is read at its most recent published figure and held until the next one, an ASIC half-year count for one further quarter and an APRA calendar-year count for three, so the node carries a reading every quarter from December 2014. Each input is standardised against its own history (ASIC over 2014–2025, APRA over 2005–2025) and the two are combined at equal weight. These are the same inputs as the APN Regulatory Velocity Multiplier™ (24210), and the two nodes read identically.

The two inputs are published on different reporting cycles — ASIC investigations per six-month period, APRA undertakings per year — and each is standardised against its own history before the two are combined. ASIC has not yet published its count for January–June 2026, so the latest quarter with both inputs is March 2026.

The March quarter 2026 reading, +1.1006σ, ranks 97.8 against 46 quarters and sits above the normal range of −0.8599σ to +0.5887σ. The highest ranked reading was +1.1006σ in the December quarter 2025, and the lowest −0.9578σ in the June quarter 2017. Before December 2014 only the annual APRA input reports, so those quarters are drawn dashed and are not ranked. Each input is held until its next publication, so the December 2025 and March 2026 quarters read the same figure.

5Reading the Pattern

The March quarter 2026 reading, +1.1006σ, is the highest in the node’s record from December 2014, shared with the December quarter 2025, which carries the same two published figures. ASIC commenced 132 investigations in January–June 2025 and 123 in July–December 2025, its highest half-year counts since January–June 2015 (136). APRA accepted three enforceable undertakings in 2025, against one in each of the two preceding years.

The lowest readings fall in mid-2017, when ASIC commenced 57 investigations in a half-year and APRA accepted none in the preceding calendar year. Signed, the node reads 0.0: heightened enforcement counts against investment, and no quarter in the record reads higher.

6Methodology & Disclosed Caveats
  • Held readings. Each input is held until its next publication, for at most one native period, so consecutive quarters can carry the same figure. The reading changes only when ASIC or APRA publishes.
  • ASIC’s published half-year counts and annual totals differ for 2019–20 and 2020–21. ASIC’s financial-year totals for those years (134 and 110) are below the sums of the half-year counts it published (159 in each year). The half-year counts are used as published.
  • Small annual counts. APRA accepts between none and seven enforceable undertakings a year, so a single undertaking moves that input materially.
  • Counts of formal action are a partial measure of enforcement. They record actions commenced and undertakings accepted; they do not record their scale, duration or outcome, and a small number of substantial actions and a larger number of minor ones read alike.
  • History. ASIC first published a half-year count of investigations commenced for July–December 2014; quarters before then carry the APRA input only and are not ranked.
  • Signed direction. This component enters the index negated: heightened enforcement activity is an adverse condition for investment. Its signed position of 0.0 and its intensity position of 97.8 describe the same quarter on two frames. The two do not sum to 100 because the December quarter 2025 holds the same reading and counts as neither above nor below it.
