1What It Measures

Policy & Regulatory Conditions is one of six component branches of the APN Investment Conditions Index™ (24700). It reports how actively Australia’s two primary financial regulators are pursuing enforcement action nationally, and where prudential policy settings sit, as a reading of the regulatory environment facing property investment.

This is a national time-series index, not a geographic one — only the current reading is shown; there is no locality distribution or map for this node.

2Composite Construction
ComponentNodeWeight
Regulatory Enforcement Intensity2472150%
Prudential Policy Settings2472250%

Each component carries equal weight, and the composition renormalises across the components present in any given quarter. Regulatory Enforcement Intensity (24721) draws on the same ASIC and APRA enforcement record as the APN Regulatory Velocity Multiplier™ (24210) — mapped once and reused across the Risk & Compliance branch and this one, not separately re-acquired. Prudential Policy Settings (24722) reads the APRA serviceability buffer.

Each component below carries its own certified reading, ranked against its own recorded history. The large figure is the signed position; the intensity position and ranking basis follow beneath it.

Reading, ranked quartersNot ranked (incomplete component coverage)Normal range (middle 80% of ranked quarters)Current reading

The March quarter 2026 reading, +1.1173σ, ranks 97.7 against 45 quarters and sits above the normal range of −0.7951σ to +0.7248σ. The highest ranked reading was +1.1173σ in the December quarter 2025, and the lowest −1.0207σ in the June quarter 2017. Before March 2015 the prudential buffer component has no reading, so those quarters are drawn dashed and are not ranked. Both components hold their latest published value until the next publication, so the December 2025 and March 2026 quarters read the same figure, the highest of the 45 ranked quarters.

4Reading the Pattern

Signed, the node reads 0.0, and its intensity reading is 97.7, ranked against 45 quarters from March 2015. Both of its components count against investment, and its March quarter 2026 reading, +1.1173σ, equals its December quarter 2025 reading, the highest of its record: each component holds its latest published value until the next publication. Signed, Regulatory Enforcement Intensity (24721) reads 0.0 and Prudential Policy Settings (24722) reads 0.0; on intensity they read 97.8 and 60.0, each against its own recorded history. Enforcement activity rose over 2025: APRA accepted three enforceable undertakings against one the year before, and ASIC commenced 132 investigations in January–June 2025 and 123 in July–December 2025, its highest half-year counts since 2015. The serviceability buffer has stood at 3.0 percentage points since October 2021.

5Methodology & Disclosed Caveats
  • Held readings. Both components hold their latest published value until the next publication, so consecutive quarters can carry the same reading. The node changes only when ASIC, APRA or the serviceability buffer moves.
  • Mixed native cadence — ASIC’s enforcement input is six-monthly and APRA’s annual; the buffer changes only on a regulatory decision. All are carried onto a common quarterly grid.
  • Tied readings. The signed and intensity positions do not sum to 100, because the December quarter 2025 holds the same reading and counts as neither above nor below the March quarter 2026.
  • Cross-quarter blending at the parent level — this branch’s March 2026 reading and the other five branches’ own most-recent full-coverage quarters are not all as-of the same calendar quarter, by design; see the APN Investment Conditions Index™ (24700) for the full disclosure.
7Certification
APN Codex Node 24720 — Certified
  • Certified as a component branch of the APN Investment Conditions Index™ (signed reading: 0.0; intensity reading: 97.7273, ranked against 45 quarters; certified 10 September 2026, recomputed 3 October 2026 on the held enforcement series)
  • Both components independently certified and included at equal weight
  • Held-reading, mixed-cadence and tied-reading caveats disclosed above, not hidden in a footnote
