Construction & Development Pipeline Analysis

1What This Series Covers

The 21500 series tracks the physical and financial state of the residential construction pipeline — from the flow of new approvals and commencements, through the stock of dwellings already under construction, to the lending capacity and financial health of the development sector building them. Construction & Development Pipeline Analysis (21500) carries a composite reading that asks one question of the series: is the pipeline keeping up with need? Each component is also certified in its own right.

2Composite Reading

The composite combines two dimensions at equal weight. The pipeline dimension is Building Approvals & Commencements (21510) and New Housing Supply Forecasts (21520), each as read. The need dimension is Housing Supply Adequacy (21540), inverted, because a high reading there means the dwelling stock is falling behind the population. A higher composite means a stronger pipeline relative to need.

Work in the pipeline is high (+1.6517σ), approvals and commencements are close to average (−0.0250σ), and Housing Supply Adequacy reads a little above its average (+0.3750σ): the population is growing faster relative to the dwelling stock than usual. Position. 57.4, ranked against 55 quarters.

The reading fell to −0.9960σ in the March quarter 2023, when population growth outran the dwelling stock and approvals were weak, and stayed near that level through the March quarter 2024. It has recovered since, and is now the highest since the March quarter 2022.

  • A quarter behind two components. The composite reads the latest quarter in which all three components are available. Housing Supply Adequacy (21540) waits on the ABS population estimate, so the composite is at the March quarter 2026 while Building Approvals & Commencements (21510) and New Housing Supply Forecasts (21520) are certified at the June quarter.
  • Three of four components. Construction Finance & Capacity (21530) is not included in the composite.
  • The 2021 high. The record readings of 2021 reflect the fall in population growth during the border closure as much as the strength of the pipeline.
  • Related reading. Supply Pipeline Conditions (24740) reads overlapping inputs for the APN Investment Conditions Index™ (24700). This composite does not enter any 24000-series index.
3Components

Read alongside the pipeline, Housing Supply Adequacy (21540) measures whether the dwelling stock is keeping pace with the population.

All Three Components, Certified Z-Scores

The gold shape is each component's certified Z-score: Building Approvals & Commencements (21510) +0.4936σ in Q2 2026; New Housing Supply Forecasts (21520) +1.8182σ in Q2 2026; and Construction Finance & Capacity (21530) +2.1333σ in Q4 2025. The grey dashed ring marks 0σ, each component's baseline average. Each reading is the component's own most recent certification, so reference periods differ between components. Construction Finance & Capacity (21530) is not part of the composite reading.

4Series Distillation (EL1–EL6)

The component nodes above are also synthesised together into a single escalating-depth narrative, in six tiers from plain-English through to expert-level structural analysis. Each tier covers the series as a whole, rather than one node in isolation.
