Building Approvals & Commencements
Building Approvals & Commencements (21510) measures the front end of the residential construction pipeline — the flow of new dwelling supply entering the market, from local-government approval through to a builder physically breaking ground. It tracks three vectors: total dwelling approvals, total dwelling commencements, and the spread between them, which functions as a leading indicator of construction-sector capacity. A widening spread signals approved projects stalling before construction starts — a supply-side friction point rather than a demand-side one.
Building Approvals & Commencements (21510) does not measure completed construction or the total stock of dwellings under construction — that is the domain of New Housing Supply Forecasts (21520). It measures the rate at which new supply enters the pipeline, not the pipeline’s existing depth.
Primary metric: Node Composite Z-Score (Z21510)
Metric typology: equal-weighted three-vector composite index. Each vector is normalised against its own 15-year baseline and expressed as an independent Z-score; the node composite is the simple mean of the three.
Measurement character. The equal 1/3 weighting is provisional, pending formal ratification.
All three vectors are Tier-1 sovereign sources; no commercial data dependency exists in the node.

The gold shape is each input’s Z-score in the June quarter 2026: dwelling approvals +0.6369σ, dwelling commencements +0.5146σ and approvals less commencements +0.3294σ. The grey dashed ring marks 0σ, each input’s baseline average. The three inputs carry equal weight.
The June quarter 2026 reading, +0.4936σ, ranks 91.2 against 172 quarters and sits above the normal range of −1.3717σ to +0.4591σ. The highest ranked reading was +1.6780σ in the September quarter 2016, and the lowest −1.8623σ in the September quarter 2000. Its ranking population runs from September 1983, before the chart window, and the quarters before March 2011 are listed in the data table.

At +0.4936σ (Q2 2026), the composite sits about half a standard deviation above its 15-year mean, its highest reading since the September quarter 2021: the pipeline’s front end is running above its historical norm. All three inputs are above their own baseline means. Approvals reached 53,952 in the June quarter (+0.64σ), and commencements recovered to 52,166 (+0.51σ) from 45,777 in the March quarter. The spread between them, 1,786 dwellings, sits modestly above its baseline mean (+0.33σ): approvals are still outpacing commencements by a little more than the historical norm, well short of the node’s own high-signal threshold (|ZSPREAD| ≥ 1.50σ).
Position. 91.2, ranked against 172 quarters of the node’s record in which all three inputs are present.
| Reading | Node | Relationship |
|---|---|---|
| Approvals Flow | 24741 | Reads the same quarterly total of dwelling approvals (ABS 8731.0) that forms this node’s approvals input |
| Commencements | 24742 | Reads the same total of dwelling commencements (ABS 8752.0, Table 33) that forms this node’s commencements input |
| Pipeline Congestion | 24744 | Reads this node’s approvals–commencements spread at half weight, beside the value of total building work yet to be done (residential and non-residential) |
| Supply Pipeline Conditions | 24740 | The branch of the APN Investment Conditions Index™ (24700) that holds the three readings above |
This node is not itself an input to any 24000-series instrument. The readings above draw on its source series, so they move with its inputs.
The other three components of Construction & Development Pipeline Analysis (21500).
Building Approvals & Commencements (21510) holds Active status. All three vectors and the composite are certified against Tier-1 ABS sources. The composite's equal 1/3 weighting is disclosed as provisional, pending formal ratification.
