1Node Definition

The APN Supply Chain Strain Index™ (24430) reads whether the inputs residential builders need — construction materials, construction labour, and the industry’s capacity to work through approved projects — are becoming scarcer or dearer than their own historical norm. It is a component of the APN Future Development Pipeline Index™ (24400), the branch reading the friction bearing on the delivery of new housing supply.

It does not measure delivery outcomes directly. Approval and commencement volumes are read separately at Building Approvals & Commencements (21510); the value of work still owing on dwellings under construction is read at New Housing Supply Forecasts (21520). This index reads the input-side pressure that bears on how quickly that pipeline can move.

2Metric Definition

Primary metric: Supply Chain Strain Composite, Z-Score

Z-Score Construction
Current (Q2 2026)−0.2303σ
ZcostInput-cost strain, weight 0.40 — currently +0.0668σ
ZlabourConstruction labour strain, weight 0.30 — currently −0.2488σ
ZcongestionPipeline congestion, weight 0.30 — currently −0.6080σ

Input-cost strain is the year-on-year change in the price index for materials and other inputs to house construction, not the price level itself — a decades-long price level standardised against a fifteen-year norm would measure elapsed inflation rather than current pressure; its growth rate is the strain signal.

Construction labour strain is the construction industry’s own job vacancy rate: construction job vacancies as a share of construction employment. An earlier build of this index used the economy-wide vacancy rate; the current build uses the construction-specific rate, which tracks the economy-wide rate closely but reads somewhat lower at present.

Pipeline congestion is the ratio of dwelling approvals to the value of residential construction work completed. A rising ratio means approvals are arriving faster than the industry is working through them; a falling ratio means the pipeline is being worked down.

Position: 42.4, ranked against 60 quarters of this node’s own history.

3Data Sources

All three inputs are drawn from Australian Bureau of Statistics releases, standardised against APN’s 2011–2025 baseline window.

The input-cost measure also feeds Construction Costs & Supply Chain (21260) and the cost side of APN Replacement Cost Gap™ (24450) — the same measure, read once, used in three places.

4Analytical Interpretation

At −0.2303σ, the composite sits modestly below its long-run norm, in the lower-middle of its own 60-quarter history. The three components currently point in different directions and largely offset one another. Input-cost growth (+0.0668σ) is close to its historical average, having returned there after running below it for roughly two years. Construction labour strain (−0.2488σ) reads a little looser than normal — the construction industry’s own vacancy rate is below its typical level, in contrast with the broader economy’s job market, which currently reads tighter than usual. Pipeline congestion (−0.6080σ) is the most unusual of the three: approvals are arriving more slowly than the industry is completing existing residential work, meaning the project pipeline is being worked down rather than building up.

Because the construction-specific labour measure has a shorter published history than the economy-wide rate, this reading is ranked against 60 quarters rather than the 123 an economy-wide construction of the index would allow — a smaller but more directly relevant comparison history.

6Certification Statement

Node 24430 holds Active status. The certified Z-score is −0.2303σ (Q2 2026, N=60), superseding an earlier candidate built on an economy-wide rather than construction-specific labour measure.
