1What It Measures

One of five Agora components. Measures proximity to essential daily services as the mean of four inverted percentile ranks: nearest-distance (km) to a GP, hospital, pharmacy, and supermarket. The headline raw metric is GP nearest distance; the composite score averages all four.

Source: NHSD-derived service locations (GP, specialist, pharmacy) + AIHW MyHospitals + Services Australia locations + OSM supermarket points (Geofabrik, exact-Haversine nearest-distance via the same method as 24141).

2Data & Coverage Notes
MBS excluded on privacy-law grounds, not merely untested

Medicare Benefits Schedule location data was confirmed excluded specifically because of privacy-law restriction, not because it was simply harder to acquire — a meaningfully different provenance note than most of this branch’s other source substitutions. The ARIA+ remoteness-class fallback originally proposed as a base layer is not invoked in practice: since all four distance components derive from valid coordinates, there is no missing-data case for it to cover.

4Pillar Alignment and Geography

Alignment with the pillar. Across the 6,785 localities scored on both, this component and APN Agora™ (Amenity & Access Index) (24140) have a correlation of 0.62, on a scale where 1 means the two scores move together exactly and 0 means they are unrelated. The two are moderately aligned: a locality that scores high on this component tends to score above average on Agora, with many exceptions. This component is one of the pillar’s five inputs, so part of that alignment is built into the pillar itself.

By State and Territory
Average 24145 Score by State and Territory

Each bar is the average locality score in that jurisdiction, with every locality counted equally regardless of population; the dashed line marks the national mean of 49.99. The Australian Capital Territory averages highest at 73.2 (102 localities), and Tasmania and the Northern Territory lowest at 41.4 each (319 and 163). South Australia averages 56.1, New South Wales 51.8, Western Australia 51.5, Victoria 48.0 and Queensland 46.9. Other Territories (4 localities) are not shown.

6Certification
APN Codex Node 24145 — Certified, v1.0
  • Extended in 2026 with a 4th component (supermarket distance); every scored locality now has all four inputs
  • MBS excluded on confirmed privacy-law grounds
