1What It Measures

The APN Household Insolvency Pressure Index™ reads household financial failure: new personal insolvencies (bankruptcies, debt agreements and personal insolvency agreements) over the past four quarters, per 100,000 population. Higher readings mean more households entering insolvency.

It is a national time series and a component of the APN Risk & Compliance Index™ (24200).

5Reading the Pattern

The rate has risen in all but one quarter since the December quarter 2022, when it stood at 35.1 per 100,000, and at 48.2 in the four quarters to June 2026 it is the highest since the threshold change. It remains well below the range of about 121 to 152 per 100,000 recorded from 2011 to 2018, under the earlier rules.

6Methodology & Disclosed Caveats
  • Recorded break. The debt agreement reform took effect in June 2019, and the creditor’s-petition threshold was raised permanently to $10,000 from 1 January 2021, after a temporary $20,000 during 2020. Readings before the December quarter 2021 are not comparable with later ones and are not ranked or shown.
  • Indicative position. With 19 quarters since the break, the position is model-based: the standard normal distribution evaluated at the Z-score. Empirical ranking begins automatically at 20 quarters (the September quarter 2026), with the change of basis disclosed.
  • Short baseline. The baseline holds 17 quarters, below the platform minimum. This is disclosed rather than smoothed over.
  • Population. The June quarter 2026 rate uses the March 2026 population, the latest published.
