Pipeline Congestion

Signed Reading
0.0
A more congested pipeline counts against investment conditions, so this component enters the index negated. Signed, it reads the lowest of its own recorded range.
Intensity Reading
100.0
The highest of its own recorded range, without regard to direction.
Both ranked against 62 quarters · as of the quarter ending 30 June 2026
1What It Measures

Pipeline Congestion measures how much committed construction work is waiting to be done, and how far permissions are running ahead of building starts. It is the branch’s measure of accumulation rather than activity.

The node is a component of Supply Pipeline Conditions (24740), which in turn sits within the APN Investment Conditions Index™ (24700). It is a national time series, not a geographic one — there is no locality distribution or map at this node.

Where Approvals Flow (24741) and Commencements (24742) measure what enters the pipeline, and Work In Progress (24743) measures what sits inside it, this node measures the pressure building within it: value contracted but not yet built, and the widening gap between approval and start.

5Reading the Pattern

The composite sits at the highest reading in this node's recorded history. The value of contracted work not yet carried out is at the top of its range, and approvals continue to run ahead of starts.

Of the two inputs, the work-yet-to-be-done measure carries most of the reading, at +3.34 against the approvals-to-commencements spread at +0.33. The congestion recorded here is therefore principally a matter of contracted value awaiting execution rather than of a dramatic widening at the approval stage.

Read across the branch, the four components describe a consistent position: permissions and starts both above average, part-built stock at a record, and committed-but-unbuilt value at the top of its range. That is a pipeline carrying an unusually large volume of work it has not yet delivered.

The index reads that congestion as an adverse condition. A congested pipeline can describe substantial demand for construction or constrained capacity to deliver it. The ruled direction for this component treats it as the latter: work committed but not delivered is supply the market has been promised and has not received, so the component enters the index negated. Its intensity position of 100.0 and its signed position of 0.0 are the same quarter seen from the two ends of that direction.

6Methodology & Disclosed Caveats
  • The work-yet-to-be-done input covers total building, not residential alone. It combines residential and non-residential building work. This is the deliberate and ratified scope for an investment-conditions node, where non-residential construction competes for the same labour, materials and finance. It differs from the residential-only measures used in the 21500 series, and figures from the two are not interchangeable.
  • The reading of 100.0 is at the ceiling of its scale. This node's position is expressed as a rank against the 62 quarters in which both inputs are present, and the June 2026 quarter is the highest reading in that history. The top observation in any such ranking receives 100.0 by construction; the figure does not measure by how far it exceeds the next. The underlying reading of +1.84 standard deviations carries that magnitude into the index, which the capped position alone does not.
  • The two inputs are measured in different units — dollars of contracted work and a count of dwellings. Each is standardised against its own history before combination, so the node compares each input to itself rather than to the other.
  • One input dominates the composite. The work-yet-to-be-done measure sits far further above its own average than the spread does above its own, so the composite largely follows the first. An equal weighting does not produce an equal contribution.
  • Values are not inflation-adjusted. The work-yet-to-be-done measure is a dollar value in nominal terms, so part of its rise over a long window reflects construction cost inflation rather than physical volume.
  • Signed direction. This component enters the index negated: a more congested pipeline is an adverse condition for investment, on the reading that committed but undelivered work is supply not yet received. Its signed position of 0.0 is the floor of this node's own recorded range, not an absent value — the same quarter that reads highest on intensity reads lowest once the direction is applied.
  • Comparison basis. The position ranks this quarter against the 62 quarters in which both inputs are present. That full-coverage basis is the ratified one across the 24700 series; the all-rows basis is retired.
8Certification
APN Codex Node 24744 — Certified
  • Certified 10 September 2026 as a component of Supply Pipeline Conditions (24740), entering that branch at equal weight with its three siblings
  • Intensity reading 100.0 and signed reading 0.0, both ranked against 62 full-coverage quarters at the June quarter 2026 (recomputed 7 October 2026)
  • Enters the index negated: a more congested pipeline is an adverse condition for investment
  • The signed reading of 0.0 is the floor of this node's own recorded range and is not an absent value
  • The work-yet-to-be-done input covers total building, the ratified scope for this node, and is not interchangeable with the residential-only measures of the 21500 series
  • Both inputs hold sufficient observations and carry no short-history qualification.
  • Findings are presented on the basis of data and evidence alone.
