1What It Measures

Approvals Flow measures how many new dwellings receive planning approval each quarter. It is the first observable stage of the residential construction pipeline — the point at which a dwelling becomes legally permitted to be built.

The node is a component of Supply Pipeline Conditions (24740), which in turn sits within the APN Investment Conditions Index™ (24700). It is a national time series, not a geographic one — there is no locality distribution or map at this node.

An approval is a permission, not a building. The three sibling components track what happens to those permissions afterwards: Commencements (24742) records construction actually starting, Work In Progress (24743) records dwellings under construction, and Pipeline Congestion (24744) records the accumulating gap between what has been permitted and what has been delivered.

5Reading the Pattern

Approvals in the June 2026 quarter sit above their fifteen-year average, at +0.64 standardised and a position of 89.5 across 172 quarters. Permissions are being issued at a rate near the upper end of what this record contains.

The reading is most usefully held against its siblings. Approvals are elevated, and in the June quarter Commencements (24742) also rose above its own average. Approvals still ran ahead of starts, by 1,786 dwellings, a little more than the historical norm.

That gap is the subject of Pipeline Congestion (24744), which measures it directly. A quarter in which approvals run ahead of starts adds to the stock of permitted but unbuilt dwellings rather than to delivered supply.

6Methodology & Disclosed Caveats
  • An approval is not a dwelling. Approvals lapse, are revised, or are never acted upon. This node measures permissions granted and makes no claim about how many become housing.
  • Approvals are volatile at the quarterly frequency. A small number of large apartment projects can move a national quarterly figure materially, so single-quarter movements should be read with more caution than the direction of several quarters together.
  • Revisions carry through to the parent node: the input enters Supply Pipeline Conditions (24740) through this component, so a revision affects more than one reading.
  • The input holds sufficient observations against the 2011–2025 comparison window and carries no short-history qualification.
  • The comparison window and the ranking population differ. The standardised reading is measured against 2011–2025. The position is ranked against all 172 quarters in which the input is present, a record reaching back to 1983. That full-coverage basis is the ratified one across the 24700 series; the all-rows basis is retired.
  • Signed direction. This component enters the index as it reads: a larger flow of approvals is a supportive condition for investment. Its signed and intensity positions therefore coincide at 89.5 — one frame carrying that direction, the other measuring distance from the node's own record without regard to it.
8Certification
APN Codex Node 24741 — Certified
  • Certified 10 September 2026 as a component of Supply Pipeline Conditions (24740), entering that branch at equal weight with its three siblings
  • Intensity reading 89.5 and signed reading 89.5, both ranked against 172 full-coverage quarters
  • Enters the index as it reads: a larger flow of approvals is a supportive condition for investment
  • The input holds sufficient observations and carries no short-history qualification.
  • Findings are presented on the basis of data and evidence alone.
