APN Substrate™ (Climate Resilience Rating)
APN Substrate™ is one of five pillars in the APN Social Capital Index™, measuring physical/environmental climate resilience: exposure to flood, bushfire, and geological hazard; recorded catastrophe history; and the protective presence of green infrastructure.
Substrate’s causal pathway is long-horizon and structural, not cyclical — unlike Sentinel or Agora, its inputs don’t move quarter to quarter. It answers a different question from the rest of the 24100 series: not “how are conditions changing right now” but “what physical risk does this location structurally carry, largely independent of the economic cycle.”
Direction convention: 100 always means “more resilient” across the branch. Four sub-nodes (24151–24154) measure hazard exposure and are inverted; one (24155, Green Floor) measures protective capacity and is scored direct.
Equal-weighted mean of available sub-node scores (24151–24155) — ratified 29 Jul 2026. No minimum-component floor at this parent level; the component count is tracked per geography (5-of-5 for 6,623 geographies, 4-of-5 for 165, 3-of-5 for 3 — essentially full coverage). A whole-geography population>200 floor was applied uniformly to all five sub-nodes, same as Bedrock and Agora.
The Green Floor (16.24) sits far below its siblings — most localities simply have no ACCU project or CAPAD-protected land nearby, a genuine reflection of how concentrated conservation/carbon-project land is, not a data gap. Flood Exposure (92.06) and Catastrophe History (89.31) score high because most Australian localities genuinely carry no recorded flood-hazard flag or catastrophe event in these specific datasets — see the coverage notes on each node before reading these as a clean bill of health nationally.
The other four pillars of the APN Social Capital Index™ (24100).
- Direction convention: 100 = most resilient (4 hazard nodes inverted, Green Floor scored direct)
- Equal-weighted, weighting ratified permanent 29 Jul 2026; population>200 floor applied to all five sub-nodes
