Labour Resilience & Jobs
One of five Bedrock components. Measures the unemployment rate by locality — an inverse percentile rank, so a lower unemployment rate scores higher.
Formula: Persons unemployed ÷ persons in the labour force — Source: ABS Census 2021 General Community Profile, Table G46, persons, by Suburbs and Localities.
The underlying unemployment rate averages 4.96% across scored localities, ranging from 0.00% to 68.18%.
A locality with no unemployed person reads 0.0%: 306 such localities share the highest score. The upper end of the range reflects small labour forces in the least populous scored localities.
Each ten-point band holds close to one tenth of the 6,782 scored localities (674 to 681): the score is a percentile rank within the scored localities, so its distribution is flat by construction. The variation between localities lies in the underlying figure above.
Alignment with the pillar. Across the 6,782 localities scored on both, this component and APN Bedrock™ (Socio-Economic Position) (24110) have a correlation of 0.75, on a scale where 1 means the two scores move together exactly and 0 means they are unrelated. The two are closely aligned: a locality that scores high on this component usually scores high on Bedrock as a whole. This component is one of the pillar’s five inputs, so part of that alignment is built into the pillar itself.
Each bar is the average locality score in that jurisdiction, with every locality counted equally regardless of population; the dashed line marks the national mean of 49.98. The Australian Capital Territory averages highest at 62.3 (101 localities) and the Northern Territory lowest at 40.9 (162). Victoria averages 57.6, New South Wales 52.0, Western Australia 48.9, South Australia 46.6, Queensland 44.8 and Tasmania 42.4.
The other four components of APN Bedrock™ (Socio-Economic Position) (24110).
- Inverse percentile rank of the ABS 2021 Census unemployment rate, persons
- Methodology v1.1 (October 2026): every Census and SEIFA figure is joined to its locality by the ABS 2021 Suburbs and Localities code, readings of zero are retained, and the percentile is ranked against the localities of more than 200 residents that carry a reading
