1What This Node Covers
Named public claims about home energy performance, building standards, disclosure, rental standards, climate risk and the price of efficiency, tested against the primary sources they rest on and against Australian Property Network’s (APN’s) certified readings. The claim is usually the subject of an attributed perspective in the 23000 Series.
2What Every Claim Test Does
- States the claim fairly, with its source, and breaks it into testable propositions.
- Checks what each figure measures: which homes, which rating scale, over what period and in which jurisdiction. Energy ratings and premium estimates depend on the scale and the sample as much as on the data.
- Separates regulatory mandates from voluntary standards, and sets out the position in each state and territory.
- Reports each result plainly: holds, holds with qualification, or does not hold, and declares NIL RETURN where no published basis exists.
