Node 21680 does not assess whether media coverage is true or false. It assesses the structural characteristics of coverage — which outlet categories foregrounded which measures, which beneficiary cohorts were represented, which omissions were consistent across the landscape, and what political or commercial characterisation frames were applied. These structural characteristics are the inputs to the node’s analytical output.

9.0 Limitations and Constraints
Qualitative-Observational Mode

Node 21680 does not produce Z-score readings in the quantitative 21000 Series tradition. The MNSI is a categorical index, not a continuously distributed numerical series. Cross-series routing to 21620 and 21640 is qualitative-modifier rather than mathematical input.

Until a minimum of three comparable event observations are certified, the inaugural AUS-151 reading cannot be normalised against a population of comparable observations. The node will transition to a distributional format when the observation record is sufficient to support it.

Known Coverage Gaps

Regional and community media: Smaller and regional outlets are under-represented in the twelve-category framework. Their coverage may diverge materially from national masthead patterns, particularly for state-specific housing policy measures.

Subscriber-gated content: AFR, Crikey, and The Australian digital content behind paywalls may be incompletely captured within the research methodology. The coverage gap is partially mitigated by seven independent research streams.
