1Internal Migration Flow
Net internal migration is the strongest and most consistently accelerating in this cohort (+1,755 → +2,821, up 61%). Arrivals recovered to a four-year high in 2024-25 (10,127) against departures that eased from an initial peak (8,400 → 7,306).

Departures + Net Internal Migration = Total Arrivals

2Growth Trajectory
ERP growth segmented into four phases. Unusually for this cohort, Playford's "stall" phase (2009–2016) actually outpaced its boom-era growth — this LGA has not shown the classic post-GFC pause seen in Fraser Coast and Bundaberg.

2001–2009Boom+12.2%
2009–2016Stall+18.3%
2016–2021Recovery+11.0%

Against 2,821 net internal arrivals in 2024-25 (≈1,175 implied new households at 2.4 persons/household) and 2,305 approvals the same year — the highest approval count of the four LGAs in this cohort — approvals still trail migration-implied demand, and that demand is itself compounded by the strongest natural increase in the cohort.

The Census unoccupied dwelling rate counts dwellings recorded as unoccupied on Census night — it is not a market vacancy rate. Playford's 6.4% is the lowest in this cohort, consistent with a young, high-demand growth corridor rather than a holiday-home or retirement market.

5Conditions Statement
Playford shows the strongest and most consistently accelerating inflow of this cohort: net internal migration rose from +1,755 to +2,821 across the four years to 2024–25, up 61%, with arrivals recovering to a four-year high against departures that eased from an initial peak. Unlike the other three LGAs in this cohort, natural increase is strongly positive and rising (+818 to +897) — Playford is Adelaide's youngest growth corridor, not a retirement destination: only 12.8% of residents are aged 65 or older against 22.9% aged 0–14. The LGA's population-weighted APN Bedrock™ reading of 30.1 sits roughly 0.83 standard deviations below the national population-weighted mean, and SEIFA places it at decile 1 — bottom 10% nationally — on both IRSD and IRSAD, the lowest-advantage reading in this cohort. Against 2,821 net internal arrivals in 2024–25 (≈1,175 implied new households) and 2,305 approvals — the highest raw approval count of the four LGAs — supply still trails migration-implied demand once the LGA's own strong natural increase is added on top.

6Methodology & Disclosed Caveats

- **Bedrock figure is population-weighted, not a simple average of suburbs. Readings are on APN Bedrock™ methodology v1.1.** Playford's population-eligible localities (89,897 residents across 30 localities) produce a population-weighted mean of **30.1** on node `24110`. A simple, unweighted average gives 38.4 instead — an 8.3-point gap, second in this cohort to Fraser Coast’s 10.4. This card uses the population-weighted figure, consistent with the platform's existing LGA-rollup convention.
- **Classification badge is indicative.** "Structural Absorber" reflects the qualitative pattern (falling departures, strongly accelerating net gain) but the platform's formal 4-way classification query has not been ratified.
- **No crime/safety data included in this version.** APN Sentinel™ crime-pillar data (node 24121/24122) exists at suburb grain nationally but carries open, jurisdiction-specific data-quality caveats not yet resolved platform-wide — deliberately excluded from this card rather than presented with unresolved caveats attached.
- **Demographic profile is 2021 Census vintage.** Given natural increase has strengthened further since, Playford's youthful skew has very likely deepened.
- **Card format approved 19 August 2026.** The Bedrock population-weighting convention used above was adopted platform-wide in October 2026; the LGA classification methodology remains unratified, independent of the card format itself.
