1Internal Migration Flow
Litchfield is the only LGA built in this series that directly borders another — Darwin, the NT's capital and this series' own "Reversing, Overseas-Offset" card. Where Darwin recorded its deepest internal-migration outflow in the series (-6,332 over four years), Litchfield recorded a small but genuinely positive and rising net internal migration every year: +99, +136, +352, +288 (+875 total). The two figures are not proof of a direct hand-off — no dataset here traces individual moves between the two LGAs — but the adjacency and opposite signs are consistent with a peri-urban "donut" pattern, where a capital's outward movers land in its immediate rural-residential fringe rather than leaving the territory. Arrivals rose from 2,099 to a peak of 2,520 in 2023-24 before easing slightly to 2,346, while departures stayed comparatively flat throughout (2,000 to 2,058).

Departures + Net Internal Migration = Total Arrivals

2Growth Trajectory
Litchfield's four growth phases are the most volatile found in this series: Boom +21.7%, Stall +32.0% (again a Stall phase outgrowing Boom, joining Darwin, the ACT and Yarra), then a sharp Recovery-phase contraction of -9.8% — the steepest single-phase population decline of any LGA built in this series — before rebounding to +8.6% in the Current phase. The 2016-2021 contraction (ERP 25,355 → 22,879, a genuine ~10% loss) predates COVID and is not explained by the migration data alone; it may reflect a boundary, classification, or genuine settlement-pattern shift specific to this small, rural-residential LGA rather than a broad economic signal.

Combined population change in 2024-25 (288 internal + 121 natural + 135 overseas = 544 persons, ≈227 implied households at 2.4 persons/household) is far ahead of the 53 dwelling approvals recorded the same year — proportionally the largest supply shortfall found in this series (23% of implied demand), though large-block, rural-residential zoning likely means much of Litchfield's growth is absorbed on already-subdivided lots rather than requiring new development approvals, a structural feature of this LGA rather than a comparable-scale shortfall to the capital-city cards built elsewhere. The population-components reconciliation checks exact: 875 (internal) + 570 (natural increase) + 525 (overseas) = 1,970, matching the ERP change (22,879 → 24,849, 2021 → 2025) to the last person.

The Census unoccupied dwelling rate counts dwellings recorded as unoccupied on Census night — it is not a market vacancy rate; at 12.3% it is elevated relative to most of this series, plausibly reflecting rural-residential/large-block stock rather than distress. Litchfield's 17.8% renting share is a new series low (previous low was Camden's 22.1%), and its SEIFA decile of 9/9 sits well above Darwin's more middle profile despite direct adjacency — this is a rural-residential, owner-occupied, high-advantage population, structurally distinct from the capital it borders.

5Conditions Statement
Litchfield is the only LGA built in this series that directly borders another — Darwin — and the contrast is instructive: while Darwin recorded this series' deepest internal-migration outflow, Litchfield recorded small, positive, rising net internal migration in every year (+875 over four years), consistent with, though not proof of, a peri-urban donut pattern around the capital. Its growth trajectory is the most volatile in the series — a 41.8-point swing from Stall (+32.0%) to Recovery (-9.8%) — with the Recovery-phase contraction (ERP -9.8%) the steepest single-phase population loss found anywhere in this series, for reasons not fully explained by migration data alone. The population is affluent and rural-residential (SEIFA decile 9/9, 17.8% renting — a series low, elevated 12.3% unoccupied-dwelling rate consistent with large-block stock), structurally distinct from Darwin despite sitting immediately alongside it. Dwelling approvals (53) trail population-growth-implied demand by the widest proportional margin in this series, though likely reflecting large-lot zoning rather than a comparable shortfall to the capital-city cards built elsewhere.

6Methodology & Disclosed Caveats

- **Bedrock figure is population-weighted, not a simple average of suburbs. Readings are on APN Bedrock™ methodology v1.1.** Litchfield's population-eligible localities (22,682 residents across 17 localities) produce a population-weighted mean of **67.2** on node `24110`. A simple, unweighted average gives 61.2 instead — a 6.0-point gap, with the weighted figure notably higher (the LGA's more populous localities score better on Bedrock than its smaller ones) — the same direction as Camden but larger in size, and opposite to the majority of LGAs in this series where the weighted figure runs lower. This card uses the population-weighted figure, consistent with the platform's existing LGA-rollup convention.
- **Classification badge is indicative.** "Structural Absorber, Satellite Growth" reflects both the qualitative pattern (small, positive, rising net migration) and Litchfield's specific position as a capital-adjacent rural-residential LGA. The suggested donut/hand-off relationship with Darwin is a plausible reading of two adjacent LGAs' opposite-signed migration figures, not a traced or proven causal link. The platform's formal 4-way classification query has not been ratified.
- **No crime/safety data included in this version.** APN Sentinel™ crime-pillar data (node 24121/24122) exists at suburb grain nationally but carries open, jurisdiction-specific data-quality caveats not yet resolved platform-wide — deliberately excluded from this card rather than presented with unresolved caveats attached.
- **Demographic profile is 2021 Census vintage.** Given Litchfield's Recovery-phase contraction predates the 2021 Census and its Current-phase rebound continues past it, the 2021 profile may not fully reflect the LGA's present composition.
- **Card format approved 19 August 2026;** the Bedrock population-weighting convention used above was adopted platform-wide in October 2026.
