1Internal Migration Flow
Darwin recorded **negative** net internal migration in every one of the four financial years to 2024–25 — the deepest and largest internal-migration outflow found anywhere in this series (−6,332 over four years, against Hobart's −4,570). The outflow deepened from −979 (2021-22) to a peak of −2,047 (2023-24), then eased to −1,602 in 2024-25. Arrivals declined every year (9,374 → 7,431); departures rose then eased (10,353 → 9,729 → 9,834 → 9,033).

Arrivals vs Departures (net is negative throughout — see note below)

2Growth Trajectory
ERP growth segmented into four phases. Darwin's phase labels invert relative to every other LGA built in this series: growth during the nominal "Stall" period (2009–2016, +11.1%) actually **exceeded** the "Boom" period (2001–2009, +10.3%), while the nominal "Recovery" period (2016–2021) is Darwin's only **negative** phase (−0.5%) — a genuinely different trajectory shape from any LGA built so far, disclosed rather than forced into the standard phase narrative. The current phase (2021–2025, +6.1%) has since returned to growth.

2001–2009Boom+10.3%
2009–2016Stall+11.1%
2016–2021Recovery−0.5%

Darwin's total population is **growing** despite the internal-migration outflow above — the only mechanism of its kind found in this series. Positive natural increase (+2,747 over four years) and strong net overseas migration (+8,766 over four years, peaking at +2,669 in 2022-23) together outweigh the −6,332 internal loss, producing net ERP growth of +5,181 (84,854 → 90,035) since 2021. A migration-only read of Darwin would materially overstate population loss; overseas migration is the dominant driver of demand here, not internal relocation.

The Census unoccupied dwelling rate counts dwellings recorded as unoccupied on Census night — it is not a market vacancy rate. Darwin's employed share (54.8%) and high-income share (16.7%) are both new series highs, ahead of Hobart's prior highs (52.2% / 14.9%) — but Darwin's age structure is the opposite of Hobart's: younger (65+ at 11.0% vs Hobart's 18.2%), far more renters (49.0% vs 31.5%) and far fewer outright owners (18.5% vs 30.4%), consistent with a working-age, high-mobility capital-city population rather than a retirement-shaped one.

5Conditions Statement
Darwin carries the deepest internal-migration outflow of any LGA built in this series — net internal migration was negative in every one of the four financial years to 2024–25, totalling −6,332, and peaking at −2,047 in 2023–24 before easing to −1,602. Unlike Hobart, the only other "Reversing" LGA built so far, Darwin's total population is not shrinking: natural increase stayed positive throughout (+2,747 over four years) and net overseas migration was strongly positive (+8,766), together outweighing the internal loss and producing net ERP growth of +5,181 since 2021. The LGA's growth-phase history is also inverted relative to every other LGA built so far — its strongest phase falls in the nominal "Stall" period (2009–2016, +11.1%) and its only negative phase in the nominal "Recovery" period (2016–2021, −0.5%). Demographically, Darwin sets new series highs for employment (54.8%) and high-income share (16.7%), with a working-age, high-mobility profile (49.0% renting, only 11.0% aged 65+) that is the structural opposite of Hobart's older, more owner-occupied population. Dwelling approvals (73) were modest against a population still growing on the strength of overseas arrivals rather than domestic relocation.

6Methodology & Disclosed Caveats

- **Bedrock figure is population-weighted, not a simple average of suburbs. Readings are on APN Bedrock™ methodology v1.1.** Darwin's population-eligible localities (78,979 residents across 34 localities) produce a population-weighted mean of **56.9** on node `24110`. A simple, unweighted average gives 56.0 instead — a 0.9-point gap, one of the smallest found in this series. This card uses the population-weighted figure, consistent with the platform's existing LGA-rollup convention.
- **Classification badge is indicative, and does not fit this series' existing four-way taxonomy cleanly.** The "Reversing" label describes departure-led net internal migration, which Darwin matches exactly (0 of 4 years positive) — but the label was previously used for Hobart, where total population is genuinely declining. Darwin's population is growing throughout, on overseas migration and natural increase rather than internal relocation. The badge is worded to disclose both facts rather than reuse Hobart's label unqualified.
- **No crime/safety data included in this version.** APN Sentinel™ crime-pillar data (node 24121/24122) exists at suburb grain nationally but carries open, jurisdiction-specific data-quality caveats not yet resolved platform-wide — deliberately excluded from this card rather than presented with unresolved caveats attached.
- **Demographic profile is 2021 Census vintage.** Given internal migration has stayed negative and overseas migration strongly positive since, the population's composition has very likely continued to shift.
- **Card format approved 19 August 2026;** the Bedrock population-weighting convention used above was adopted platform-wide in October 2026.
