### Blacktown — LGA Conditions Intelligence

Sustained Growth, Internal Migration Sharply Decelerating (provisional)

ERP 2025449,385
StateNew South Wales
Migration Intensity0.19% of ERP
LGA Code10750

1Internal Migration Flow
Net internal migration stayed positive across all four years but fell sharply — from +4,173 in 2021-22 to +839 in 2024-25, an 80% decline, the steepest deceleration of any LGA built so far in this series. Both arrivals (31,046 → 23,493) and departures (26,873 → 22,654) fell, but arrivals fell faster, closing the gap. This looks like the tail end of the 2021-22 amenity/COVID migration wave the other cohort LGAs in this series avoided.

Internal Migration, FY2021-22 to FY2024-25
Departures + Net Internal Migration = Total Arrivals

2Growth Trajectory
ERP growth segmented into four phases. Unlike every other LGA in this series, Blacktown shows no boom/stall/recovery pattern at all — growth has run in a tight 12–16% band every phase since 2001, the most consistent trajectory found so far.

2001–2009Boom+13.8%
2009–2016Stall+16.2%
2016–2021Recovery+14.9%
2021–2025Current+12.4%

Natural Increase, FY2024-25+4,000Births minus deaths · essentially flat since FY2021-22 (+4,067) — dwarfs net internal migration

Natural increase alone (4,000) is nearly five times the net internal migration figure (839) — Blacktown's population growth is overwhelmingly births-driven, not internal-migration-driven, the only LGA in this series where that's true. Against 2,476 approvals in 2024-25, the LGA is adding roughly one dwelling for every 1.8 residents of net inflow (internal migration + natural increase combined, ≈4,839 persons, ≈2,016 implied households at 2.4 persons/household) — a materially tighter supply picture than the migration-only read would suggest.

Census Unoccupied Dwelling Rate5.0%
IRSD / IRSAD Decile6 / 8

The Census unoccupied dwelling rate counts dwellings recorded as unoccupied on Census night — it is not a market vacancy rate. Blacktown's 5.0% is the lowest of any LGA in this series, consistent with a tight, high-demand outer-Sydney market rather than a holiday-home or retirement one.

5Conditions Statement
Blacktown's net internal migration stayed positive across all four financial years to 2024–25 but fell from +4,173 to +839, an 80% decline — the steepest deceleration found in this series so far, consistent with the tail end of the 2021–22 amenity migration wave rather than a structural pattern. Unlike every other LGA built in this series, population growth here is overwhelmingly natural-increase-driven: 4,000 in FY2024-25 against just 839 from internal migration. The population is young (22.7% aged 0–14, only 11.0% aged 65+) and the demographic profile carries the mildest disadvantage reading of the series: SEIFA decile 6 (IRSD) and 8 (IRSAD), and a population-weighted APN Bedrock™ reading of 44.4 — only 0.13 standard deviations below the national population-weighted mean; of the LGAs in this series, only Hobart, 0.09 above, sits closer to it. Growth has also been the most consistent found so far, running in a tight 12–16% band across every phase since 2001 with no boom/stall pattern at all. Against 2,476 dwelling approvals in 2024–25 and combined migration-plus-natural-increase demand of roughly 2,016 implied households, the supply picture reads tighter than a migration-only lens would suggest.

6Methodology & Disclosed Caveats

- **Bedrock figure is population-weighted, not a simple average of suburbs. Readings are on APN Bedrock™ methodology v1.1.** Blacktown's population-eligible localities (344,336 residents across 44 localities) produce a population-weighted mean of **44.4** on node `24110` — a simple, unweighted average gives 43.7, essentially no gap. Blacktown is one of several LGAs in this series where the two conventions nearly agree, which shows the unweighted/weighted discrepancy is context-dependent, not universal — it's largest where suburb-level scores vary widely with population size, smallest where they don't.
- **Classification badge is provisional and hand-applied.** "Sustained Growth, Internal Migration Sharply Decelerating" reflects the two-track pattern here (strong overall growth, sharply declining internal-migration component) — it deliberately avoids the "Reversing" label used elsewhere in this series since net internal migration has stayed positive throughout, not turned negative. The platform's formal 4-way classification query has not been ratified.
- **No crime/safety data included in this version.** APN Sentinel™ crime-pillar data (node 24121/24122) exists at suburb grain nationally but carries open, jurisdiction-specific data-quality caveats not yet resolved platform-wide — deliberately excluded from this card rather than presented with unresolved caveats attached.
- **Demographic profile is 2021 Census vintage.**
- **Card format approved 19 August 2026;** the Bedrock population-weighting convention used above was adopted platform-wide in October 2026.
