**Structural exception, disclosed upfront:** the ACT has no municipal government below territory level — it is not subdivided into Local Government Areas at all. ABS publishes the entire territory as a single pseudo-LGA, "Unincorporated ACT." This card therefore covers all of the ACT, not one municipality within it — the only card in this series where that is true, and the reason ACT has no state-index page of separate LGA cards the way every other state does.

1Internal Migration Flow
The ACT's net internal migration was positive in 2021-22 (+2,159 — a Canberra-specific COVID-era inflow, consistent with the national pattern of public-sector and remote-capable workers relocating to the territory) and has been **negative every year since**: −974 (2022-23), −1,567 (2023-24), −1,501 (2024-25). This is a genuinely different shape from every other "Reversing"-adjacent card built so far — Hobart and Darwin were negative throughout all four years; the ACT shows a sharp reversal from a one-off positive spike, not a sustained decline. Arrivals fell every year (25,081 → 19,626); departures fell more slowly (22,922 → 21,127).

Arrivals vs Departures (net positive in 2021-22 only — see note below)

2Growth Trajectory
ERP growth segmented into four phases. The ACT is the **only** geography built in this series with a positive reading in all four phases — every other LGA built so far has had at least one weak or negative phase. Growth did ease over time (from a +13.6% "Stall"-period peak down to +7.1% currently), but never reversed, reflecting the territory's public-sector employment base rather than a cyclical, migration-exposed local economy.

2001–2009Boom+10.3%
2009–2016Stall+13.6%
2016–2021Recovery+12.3%
2021–2025Current+7.1%

3Key Conditions

APN Bedrock™ (Territory, pop.-weighted)70.3National population-weighted mean 46.99 · ~1.14σ above — the highest reading in this series
Dwelling Approvals, FY2024-252,838ABS 8731.0 · territory-wide, not comparable to single-LGA approval counts elsewhere in this series
Natural Increase, FY2024-25+2,882Births minus deaths · positive in all four years (+3,232 to +2,882)

As with Darwin, the ACT's total population is **growing** despite the recent internal-migration reversal — but here the effect is far larger in scale. Natural increase (+11,551 over four years) and especially net overseas migration (+22,454 over four years, peaking at +8,408 in 2022-23) together dwarf the −1,883 internal-migration loss, producing net ERP growth of +32,122 (452,508 → 484,630) since 2021 — reconciled exactly against the three components (−1,883 + 11,551 + 22,454 = 32,122).

Census Unoccupied Dwelling Rate6.6%
IRSD / IRSAD Decile10 / 10

The Census unoccupied dwelling rate counts dwellings recorded as unoccupied on Census night — it is not a market vacancy rate; at 6.6% it is the lowest recorded anywhere in this series so far (next-lowest is Darwin's 9.5%). The ACT sets new series highs on high-income share (22.1%, ahead of Darwin's 16.7%) and SEIFA decile (10/10, ahead of Darwin's 9/9 and Hobart's 9/10) — consistent with Canberra's public-sector-dominated, highest-median-income economy nationally.

5Conditions Statement
The ACT is a structural exception in this series: it has no Local Government Areas at all, so this card reports on the whole territory rather than a single municipality. Net internal migration was positive in 2021-22 (+2,159, a Canberra-specific COVID-era inflow) and has been negative every year since (−974, −1,567, −1,501) — a sharp reversal from a one-off spike, not the sustained decline seen on Hobart or Darwin. As with Darwin, total population is nonetheless growing: natural increase (+11,551) and, overwhelmingly, net overseas migration (+22,454) together outweigh the internal-migration loss, producing net ERP growth of +32,122 since 2021. Uniquely in this series, every one of the ACT's four growth-trajectory phases was positive, including a "Stall"-period reading (+13.6%) stronger than its "Boom" (+10.3%) — reflecting a public-sector employment base largely insulated from the cyclical patterns seen elsewhere. The ACT also sets new series highs for socio-economic advantage: SEIFA decile 10/10, a population-weighted Bedrock reading of 70.3 (1.14σ above the national population-weighted mean, the highest in this series), and the lowest Census unoccupied dwelling rate recorded so far (6.6%).

6Methodology & Disclosed Caveats

- **This card covers the entire ACT, not a single LGA.** The territory has no municipal government below territory level; ABS publishes it as one pseudo-LGA ("Unincorporated ACT," code 89399), and all 101 population-eligible localities checked here (393,767 of the territory's 453,890 2021-Census residents) roll up into it. No separate ACT state-index page of individual LGA cards exists, or can exist, on the current data — this page stands in place of that structure. Every figure on this card is therefore a territory-wide aggregate, not comparable one-to-one with a single-municipality card elsewhere in this series.
- **Bedrock figure is population-weighted, not a simple average of suburbs. Readings are on APN Bedrock™ methodology v1.1.** The population-weighted mean on node `24110` is **70.3**; a simple, unweighted average gives 70.0 — a 0.3-point gap, among the smallest found anywhere in this series (consistent with a large, demographically homogeneous population rather than a small number of dominant suburbs). This card uses the population-weighted figure, consistent with the platform's existing rollup convention.
- **Classification badge is indicative, and does not fit this series' existing four-way taxonomy cleanly.** The ACT's one positive year (2021-22) followed by three negative years is neither a "Structural absorber" nor a sustained "Reversing" pattern in the sense used for Hobart or Darwin — it is a spike-and-reversal shape unique to this card, worded accordingly rather than force-fitted.
- **No crime/safety data included in this version.** APN Sentinel™ crime-pillar data (node 24121/24122) exists at suburb grain nationally but carries open, jurisdiction-specific data-quality caveats not yet resolved platform-wide — deliberately excluded from this card rather than presented with unresolved caveats attached.
- **Demographic profile is 2021 Census vintage.** Given internal migration has reversed and overseas migration has stayed strongly positive since, the population's composition has likely continued to shift.
- **Card format approved 19 August 2026;** the Bedrock population-weighting convention used above was adopted platform-wide in October 2026.
