AUS-153 Research Stream EL 4 — Informed Practitioner

### The Grudge Pattern and the Polling Paradox: Structural Sentiment Dynamics of the AUS-153 Window

#### Research Preface

The Australian Property Network (APN) operates as an independent property intelligence platform. The platform is self-funded and editorially independent, maintaining no commercial affiliations, advertiser relationships, or political alignments. This distillation does not constitute financial or investment advice. It is presented at the EL4 register — for property advisors, communications and public-affairs practitioners, and policy professionals who need the mechanics of the grudge pattern, the polling paradox, and the D-2 caveat at working depth.

This document draws on the AUS-153 Conclusive Retrospective Report (Days 1–60), the Target A–D and D-2 verification addenda, the F2 comparative-precedent grounding, and the Target G2/G3 window-close checkpoint (21 Jul–11 Aug 2026). It engages Node 21680 (Media & Narrative Sentiment Index) and Node 21620 (Market Psychology & Herd Behaviour). Reference: A-260812-C21680.4.

#### 1. Repeal advocacy vs the grudge pattern — the operative distinction

Because M1 (negative gearing restriction) and M2 (CGT indexation/minimum tax) do not take mechanical effect until 1 July 2027 — though M1's eligibility cutoff (7:30pm AEST, 12 May 2026) is already locked in, permanently fixing which properties can ever be grandfathered — coverage engaging with the mechanics of that commencement date, a possible future Coalition repeal, or ongoing parliamentary positioning is **repeal advocacy** — legitimate, live political debate. The **grudge pattern** is a distinct register: it treats the 25 June 2026 passage as a finalised, unalterable betrayal, using the policy as a permanent character flaw rather than a forward-looking economic debate. Investor-focused property media and News Corp digital exhibited the highest concentration of this behaviour post-Assent, sustaining "toxic tax" / "cash grab" language for weeks while the specialist accounting and financial-planning podcast sector pivoted immediately to practitioner-led restructuring advice.

#### 2. The Psychological Decoupling Coefficient

By 14 July 2026, Resolve Political Monitor data showed 61% support for lower house prices as an outcome (66% among property investors, 55% among encumbered mortgage holders), against Guardian Essential data showing only 33% support for the specific mechanism (negative gearing/CGT reform) with 27% opposed and the balance confused or undecided (42% specifically on the mechanism question, per the Target A reconciliation). This divergence — high outcome support, low instrument support, high mechanism confusion — is what APN terms the Psychological Decoupling Coefficient, tracked under Node 21620.

The F2 comparative-precedent research situates this against the closest historical analogue: the 2019 federal election, where Ipsos polling on a near-identical Labor policy showed a genuine, roughly even opposition split (43% support / 44% oppose on new-build-only negative gearing) with low undecided (13%). 2026's shape is materially different — majority support, 42% undecided — which is arguably a *worse* information failure than 2019: in 2019 the public had a formed, if divided, opinion on the instrument; in 2026 a plurality has none at all, despite supporting the outcome. This is not simply "2019 repeating" — it sharpens rather than merely supports the underlying thesis.

#### 3. The D-2 caveat at working depth

Practitioner Note — Confirmed-With-Corrections, 12 Aug 2026
Grandfathering (s 26-155(2)(a)) is real and protects year-to-year deductibility for pre-12 May 2026 acquisitions. It is structurally silent on the disposal-year position: from 1 July 2027, Division 119's 30% minimum tax applies to a grandfathered asset's capital gain on exactly the same basis as any other asset, and grandfathered deductions can lose material marginal cash value at that point via the s 119-10(2) gap mechanism (the minimum-tax base is net, per s 119-5(1)(a) post-step-6 of s 102-5(1); there is no single seven-step "clawback formula" — two distinct method statements were originally conflated). The previously circulated 62.6%/87.8% clawback figures are withdrawn as unreproducible; re-derived case studies under stated assumptions show erosion in the order of 63% and one-third. A whole-year non-resident sits outside Division 119 entirely (residency test, s 119-10(1)(b)) — the original "expat" case study is likely misconceived on that basis. This is a genuinely novel finding: NIL RETURN on media coverage of this interaction across the full window, and NIL RETURN on any ATO ruling or worked guidance addressing it directly as of 12 Aug 2026. *Source: APN Target D-2 verification pass, 12 August 2026.*

#### 4. Window-close state of the registers (G2/G3, 21 Jul–11 Aug 2026)

The final checkpoint before window close found the dominant movement was **register exhaustion, not realignment**. By late July–early August, reform coverage had largely dropped out of front-of-book political coverage, displaced by the One Nation polling surge (Newspoll fieldwork 3–7 Aug: Labor 29 / One Nation 29 / Coalition 18). No reform-specific polling question was re-asked in-window, so the Decoupling Coefficient could not be re-measured against the 14 July baseline. The materially new development was administrative: Treasury's tranche-2 exposure drafts (~4–5 Aug 2026), including a revised "new residential dwelling" definition (24 months from certificate of occupancy, extended from 12 months) and a capital-gains apportionment determination, with consultation closing 21 August 2026 — giving repeal advocacy a concrete near-term procedural target. NIL RETURN on regulatory/accountability developments (no ACMA action, APC adjudication, Media Watch segment, or Ombudsman finding located in-window bearing on the reform's coverage).

| Register | State at window close (11 Aug 2026) |
| -------- | ----------------------------------- |
| Repeal advocacy | Intact, quiescent; live anchor shifted to the tranche-2 consultation close (21 Aug 2026) |
| Grudge pattern | Persisting in the specialist property-advocacy ecosystem; presumed-continuous in News Corp (paywalled, not independently confirmed in-window) |
| Retrospective sense-making | Relatively ascendant; implementation/administrative strand most active |
| Decoupling coefficient | Not re-measured in-window; 14 Jul baseline stands on Target A authority (G4 ruling) and is designated a single-release structural observation — no movement claim is made |

**G4 close-out (certified 12 August 2026).** The G4 synthesis certified the full 90-day dataset and issued three rulings of direct practitioner relevance. First, the Sunrise/Today divergence held and resolved asymmetrically — confirmed by direct archive census rather than search surfacing: Sunrise's sense-making evolved into consequence-adjudication (the 7 August Barr/Butler/Hume segment, transcript-verified against the ministerial record), while Today recorded a Positive Nil across a fully active channel, the observed death of a register that structurally depends on a live grievance. Second, the 14 July decoupling baseline stands on Target A's reconciliation authority but is designated a single-release structural observation — practitioners should not build movement narratives on it. Third, "settled-law implementation processing" is formalised as a fourth register, confined to the specialist ecosystem: the tranche-2 machinery, the revised dwelling definition, and lender serviceability tightening were processed almost entirely outside mass-market view. The certified headline: register-differential exhaustion — mass coverage stopped precisely as the substantive story accelerated.
