### 34620  —  Smart Building Technology

Property Technology (PropTech) in Operations (34600)

1
#### Overview

Smart building technology, in the operational context addressed by this node, refers to connected sensor networks, building management systems, and automation platforms deployed within a property asset already in service to monitor and regulate its performance. It is distinguished from smart technology specified and installed at the design and construction stage of a development, which is addressed in node 32540, in that this node concerns the retrofit, upgrade, and ongoing operation of such systems within an asset that has already reached practical completion and occupation.

The category encompasses building management systems that automate the control of mechanical, electrical, and life-safety services; sensor networks that extend monitoring to occupancy, indoor environmental quality, and equipment condition; access control and occupant monitoring systems; and the analytics platforms that convert sensor data into predictive maintenance and energy management insight. These systems are most extensively deployed in commercial office, industrial, and larger residential and build-to-rent assets, where the scale of the building services network justifies the capital and integration cost of a connected system.

This node addresses smart building technology as a discrete operational category within the 34600 sub-series. Its principal audience comprises facilities managers, commercial and build-to-rent asset owners, and the operational technology vendors and integrators supporting the deployment of connected building systems.

2
#### Scope & Boundaries

**This node covers:**

- Connected building systems and sensor networks deployed and operated within property assets already in service

**This node does not cover:**

- The specification of smart building technology at the design and construction stage → refer to Node 32540
- The valuation impact of smart building technology on a specialised asset → refer to Node 36340
- Technical engineering specification for a particular building services installation

Scope Note
This node describes generally applicable categories of operational smart building technology and the regulatory frameworks bearing upon their deployment, as at the time of writing. It does not constitute engineering, safety, or procurement advice, and asset owners should engage suitably qualified building services engineers before integrating connected systems with life-safety building services.

3
#### Key Concepts

Building Management System (BMS)
An automated control system that monitors and regulates a building's mechanical, electrical, hydraulic, and life-safety services from a centralised platform, forming the operational backbone into which connected sensor networks and analytics platforms are typically integrated.

IoT Sensor Network
A distributed network of internet-connected sensors deployed throughout a building to monitor variables such as occupancy, temperature, air quality, energy consumption, and equipment vibration or condition, supplying the data on which building management and predictive maintenance systems operate.

Predictive Maintenance Analytics
The application of sensor data and analytical models to anticipate the failure of building plant and equipment before it occurs, allowing maintenance to be scheduled proactively rather than reactively, addressed operationally in node 34530.

Access Control and Occupant Monitoring
Systems that regulate and record entry to a building or its component parts, ranging from card and biometric access control to occupancy sensors used for space utilisation analysis, subject to privacy and data-handling obligations given the personal information such systems generate.

Energy Management Integration
The coordination of connected building systems with a building's energy consumption profile to identify inefficiency and support sustainability reporting, connecting operational smart building technology with the sustainability considerations addressed in node 34520.

4
#### Regulatory & Legal Framework

-

National Construction Code (NCC)
Australian Building Codes Board
Sets the minimum performance standards for building services into which connected building systems are integrated.

-

Privacy Act 1988 (Cth)
Office of the Australian Information Commissioner
Governs the collection and handling of personal information generated by occupant monitoring and access control systems.

-

Work Health and Safety Act 2011 model law, adopted with state and territory variation
State and territory SafeWork regulators
Governs the safety obligations of building owners and facilities managers where connected systems control or monitor life-safety building services.

5
#### Practical Application

The deployment of connected building systems varies according to asset class, building age, and the operational case for retrofit investment.

| Scenario | Application | Outcome |
| -------- | ----------- | ------- |
| Owner of an ageing commercial office tower seeks to reduce operating expenditure | Facilities manager retrofits a building management system with an integrated IoT sensor network for predictive maintenance | Mechanical plant failures are anticipated before occurrence and preventive maintenance costs are reduced against reactive repair costs |
| Build-to-rent operator seeks to differentiate amenity offering to prospective residents | Operator integrates smart access control and environmental monitoring across the asset | Residents access common facilities without physical keys and building management gains real-time occupancy data |
| Industrial logistics facility owner is required to report on energy consumption | Facility deploys energy management integration across mechanical and lighting systems | Energy consumption data supports sustainability disclosure and identifies inefficiency for remediation |
