### 34500  —  Facilities Management

Components: 3 · Property Management & Operations (Technical) (34000)

1
#### Overview

Facilities management addresses the operational discipline concerned with the building services, mechanical systems and preventive maintenance programs that keep a property asset functioning to its intended standard across its operating life. Distinct from tenancy administration though closely coordinated with it, facilities management is principally concerned with the physical performance of a building rather than the relationship between an owner and an occupant.

This node functions as a group entry point and is developed in detail across three component nodes. **34510 Building Services & Mechanical Systems** addresses the building management systems, mechanical plant and essential safety measures that comprise a building's core operating infrastructure. **34520 Energy Management & Sustainability** addresses the measurement, reporting and improvement of a building's energy performance. **34530 Preventive Maintenance Programs** addresses the planned maintenance scheduling and asset lifecycle management practices applied to building services and mechanical systems.

The discipline matters because the physical condition and operating performance of a building asset directly affects its running cost, its compliance standing under building and safety legislation, and its attractiveness to tenants and, ultimately, its capital value. Facilities management has become a more prominent and more technically specialised discipline in the Australian commercial and institutional property sectors as building services have grown more complex and as sustainability performance has become a more material factor in leasing and investment decisions.

#### Scope & Boundaries

**This node covers:**

- Building services, mechanical systems, energy performance and preventive maintenance practices applied to property assets already in service, spanning commercial, institutional, strata and, to a lesser extent, larger residential property

**This node does not cover:**

- The tenancy or occupant-facing dimension of property management → refer to Node 34100 and Node 34200
- The specific building operations context applicable to commercial office and retail assets → refer to Node 34240
- Building design and construction standards applicable at the point of development → refer to the 32000 Property Development & Construction series

Scope Note
This node and its children describe generally applicable facilities management practice and technical standards as at the time of writing. They do not constitute engineering, safety or compliance advice, and property owners and managers should engage appropriately qualified building services and safety consultants for site-specific assessment.

#### Key Concepts

Facilities Management
The operational discipline concerned with the building services, mechanical systems and preventive maintenance programs that keep a property asset functioning to its intended standard, distinct from tenancy administration though closely coordinated with it in commercial and strata contexts.

Building Services
The mechanical, electrical, hydraulic and fire safety systems installed within a building to support its operation and occupant safety, including heating, ventilation and air conditioning, lifts, and fire detection and suppression systems, collectively representing the principal focus of facilities management activity.

Essential Safety Measures (ESM)
The fire and life safety systems and features within a building, such as fire doors, sprinkler systems and emergency lighting, which are required under state building and fire safety legislation to be maintained and periodically certified as operating to their design standard.

Asset Register
A structured record of a building's plant, equipment and building services components, typically maintained within a computerised maintenance management system, used to plan preventive maintenance, track asset condition and support capital works budgeting.

4
#### Regulatory & Legal Framework

-

National Construction Code (incorporating the Building Code of Australia)
Australian Building Codes Board; state building regulators
Sets the design and performance standards applicable to building services at the point of construction and material alteration.

-

Work Health and Safety Act 2011 (Cth model law) and equivalent state legislation
Relevant state or territory work health and safety regulator
Imposes duties on persons conducting a business or undertaking to maintain plant and building services in a safe operating condition.

-

Environmental Planning and Assessment Regulation 2021 (NSW) and equivalent state fire safety schemes
Relevant local council and state building regulator
Require the periodic assessment and certification of essential safety measures within a building, typically through an annual fire safety statement or equivalent instrument.

-

AS 1851 Routine service of fire protection systems and equipment
Standards Australia
Establishes the technical servicing intervals and methodology applicable to fire protection systems, widely adopted as the reference standard for essential safety measure maintenance.

5
#### Practical Application

In practice, the facilities management function is typically structured according to the scale and complexity of the asset. A single strata scheme or smaller commercial building may rely on a managing agent to coordinate facilities management as one component of a broader management engagement, while an institutional-grade commercial asset typically engages a dedicated facilities management provider or maintains an in-house facilities team responsible for building services, energy performance and preventive maintenance.

| Scenario | Application | Outcome |
| -------- | ----------- | ------- |
| An institutional owner of a multi-tenant commercial office building requires coordinated management of lifts, HVAC and fire safety systems | Owner engages a dedicated facilities management provider operating under a service level agreement, supported by a computerised maintenance management system | Building services operate to design performance, essential safety measures remain certified, and unplanned equipment failure is reduced relative to a reactive maintenance approach |
| An owners corporation for a mid-sized strata scheme is responsible for common property plant and equipment | Owners corporation engages its strata managing agent to coordinate contractor servicing of lifts, fire systems and other shared plant in accordance with the scheme's maintenance plan | Common property plant remains compliant and operational, with maintenance costs recovered through the scheme's administrative and capital works funds |
| A commercial landlord seeks to reduce building operating costs across a small portfolio | Landlord commissions a facilities condition audit to identify inefficient plant, deferred maintenance and non-compliant essential safety measures across the portfolio | Landlord obtains a prioritised capital works and maintenance plan, enabling targeted investment in the areas of highest operating cost or compliance risk |
