Design & Architecture (32500)

1
#### Overview

Architectural design principles constitute the foundational body of knowledge and professional practice through which buildings are conceived, developed, and documented in the Australian property context. The discipline integrates aesthetic judgment, functional planning, structural understanding, environmental performance, and regulatory compliance into a cohesive built outcome. For property practitioners, a working knowledge of architectural principles supports more effective engagement with design teams, more informed feasibility assessment, and better outcomes in development, investment, and asset management contexts.

In the Australian market, architectural quality has demonstrable effects on sales performance, rental premiums, and asset lifecycle costs. Buildings that achieve coherent relationships between form, function, and context consistently outperform comparable assets where design has been subordinated to cost minimisation. These relationships are well-established in commercial and residential sectors, with evidence drawn from comparable sales analysis, rental market data, and post-occupancy evaluation research conducted across Australian capital cities.

Professional architecture in Australia is regulated by state and territory legislation, with practitioners required to be registered to use the protected title "architect." The profession operates under standards developed by the Australian Institute of Architects (AIA) and international frameworks established by the International Union of Architects (UIA). These frameworks shape both the design process and the ethical obligations of registered practitioners, and inform the basis on which clients engage and evaluate architectural services.

#### Scope & Boundaries

**This node covers:**

- The principles and professional practice of architectural design as applied to Australian property development, investment, and asset management
- Design process, building typology, environmental performance principles, and the professional frameworks within which registered architects operate

**This node does not cover:**

- Structural engineering, building services engineering, and construction methodology in substantive detail, noted only where relevant to design coordination
- Urban planning and statutory approvals processes → refer to the 32300 sub-series
- Interior design and fitout → refer to Node 32520
- Landscape design → refer to Node 32530

Scope Note — Jurisdictional Variation
Architectural registration is a state and territory matter in Australia, administered by separate boards in each jurisdiction. The National Construction Code establishes minimum performance requirements applicable nationally, but design controls vary substantially between local government areas and planning zones. State design codes — including Victoria's Better Apartments Design Standards and the NSW Design and Place SEPP — impose requirements beyond the NCC. Practitioners must reference jurisdiction-specific instruments in all feasibility and design assessment work.

#### Key Concepts

Site Analysis
A systematic assessment of a development site's physical, environmental, and contextual characteristics, including orientation, topography, prevailing winds, solar access, vegetation, neighbouring structures, and heritage overlays. Site analysis informs all subsequent design decisions and is a prerequisite for competent architectural practice. Deficiencies in site analysis at project inception are a recurring source of design revision cost and approval delays.

Building Form and Massing
The three-dimensional arrangement of a building's volume, including its overall shape, height, footprint, and the articulation of its external surfaces. Massing decisions determine solar access impacts on neighbouring properties, visual bulk assessments, overshadowing patterns, and compliance with planning envelope controls. In medium and high-density residential design, massing is the primary variable managed through design review processes.

Passive Design Principles
Approaches to building design that use building form, orientation, and material selection to manage thermal comfort, daylighting, and natural ventilation without relying on mechanical systems. Passive design reduces operational energy consumption and improves occupant amenity. In the Australian residential market, passive design principles inform NatHERS thermal performance assessments and are embedded in state residential design codes.

Fenestration
The arrangement, proportion, and specification of windows, doors, glazed panels, and other openings in a building envelope. Fenestration decisions affect daylighting quality, thermal performance, acoustic performance, views, and facade character. All fenestration must comply with NCC Section J energy efficiency requirements, with glazing performance specified through solar heat gain coefficients (SHGC) and U-values appropriate to each climate zone.

Architectural Programme
The full articulation of a building's functional requirements, including the number, size, adjacency relationships, and performance specifications of all spaces. The programme is the primary instrument for testing design options against client requirements and evaluating whether a proposed design delivers the intended development outcome. An incomplete programme is a leading cause of design revision at advanced documentation stages.

Design Review
A formal assessment of a proposed development's design quality by an independent panel of built environment professionals. Design review is a statutory requirement for developments above defined thresholds in several Australian jurisdictions, including through the Victorian Design Review Panel program and the NSW State Design Review Panel. Panel feedback influences approval conditions, particularly for height, density, public realm interface, and heritage response.

#### Regulatory & Legal Framework

- Architects Acts (state/territory) (for example, the Architects Act 2003 (Qld), Architects Act 2004 (NSW), and Architects Act 1991 (Vic))state architectural registration boardsGovern title protection, professional registration requirements, continuing professional development obligations, and disciplinary processes for registered architects.
- National Construction Code (NCC) 2022the Australian Building Codes BoardEstablishes minimum performance requirements across all building classes, including structural performance, fire safety, access, energy efficiency (Section J), and condensation management. NCC 2022 introduced substantive energy efficiency uplift requirements for Class 2 residential buildings.
- State design codes and residential design standards (for example, the NSW Design and Place SEPP (Apartment Design Guide), Victoria's Better Apartments Design Standards, and Western Australia's Design WA — Apartment Design Guidelines)state planning authoritiesEstablish mandatory design quality requirements for residential and mixed-use development, including minimum floor areas, natural light and ventilation standards, and outlook requirements.
- AS 1428 — Design for Access and MobilityStandards AustraliaSets technical requirements for accessible design in built environments, applying to public building areas and common areas of residential buildings. Specifies accessible door widths, circulation path clearances, ramp gradients, and sanitary facility configurations required for compliant accessible design.

#### Practical Application

| Scenario | Application | Outcome |
| -------- | ----------- | ------- |
| Infill residential development | Site analysis identifies north-facing rear yard and adjacent heritage building as primary design determinants; massing response optimises solar access to principal living areas while managing heritage interface through recessive upper levels | Design satisfies Better Apartments overshadowing requirements; NatHERS thermal performance achieves 7-star average without mechanical cooling upgrades |
| Commercial office tower — design development stage | Fenestration strategy balances NCC Section J compliance with tenant preference for natural light; external louvre system resolves thermal performance without material reduction in floor plate usability | NABERS Energy 5-star base building target met in design simulation; design review panel endorses facade articulation without conditions |
| Heritage-adjacent apartment project | Design review requires facade articulation responding to neighbouring heritage building scale; architect develops recessive upper levels and activated ground-level colonnade as design response | Approval granted with additional height concession tied to colonnade public activation; additional lettable area more than offsets colonnade construction cost |
