### 32200  —  Development Feasibility & Finance

Components: 4 · Property Development & Construction (32000)

1
#### Overview

Development feasibility and finance comprises the analytical and financial structuring work through which a proposed development is tested for viability and funded through to completion. Node 32200 establishes the sub-series classification for four constituent areas: feasibility modelling and discounted cash flow analysis, residual land value analysis, development finance structures, and joint ventures and capital partnering, addressed respectively at Nodes 32210, 32220, 32230 and 32240.

Feasibility and finance sits between master planning and statutory approval on one side, and construction delivery on the other. A development concept emerging from master planning is tested financially before it proceeds to detailed design, statutory lodgement or construction commitment, and the financial structure adopted materially affects the risk allocation, control and return profile of the project for each party involved.

Australian development feasibility and finance practice draws on established appraisal and corporate finance methodology while operating within a regulatory environment governing lending, capital raising and foreign investment that is administered separately by Commonwealth bodies including the Australian Prudential Regulation Authority, the Australian Securities and Investments Commission and the Foreign Investment Review Board.

#### Scope & Boundaries

**This node covers:**

- The structural organisation of development feasibility and finance as a sub-series within the 32000 series
- The relationship between feasibility modelling, residual land value analysis, finance structuring and capital partnering as constituent stages of testing and funding a development

**This node does not cover:**

- Detailed statutory approval process → refer to the 32300 sub-series
- Construction methods and cost estimation in delivery → refer to the 32400 sub-series
- Investment analysis and returns measurement once a development is complete and held as an investment asset → refer to the 33000 series

Scope Note — Development Feasibility vs. Investment Analysis
Development feasibility analysis tests whether a proposed development can be delivered profitably or to an acceptable margin, typically expressed as a residual land value, development margin or project-level internal rate of return calculated over the development period. This is distinct from investment analysis of a completed asset, which measures ongoing yield and total return once the asset is held or sold, addressed at the 33000 series.

3
#### Key Concepts

Development Feasibility
The financial appraisal of a proposed development to determine whether projected revenue exceeds total development cost by a margin sufficient to justify proceeding, having regard to the risk profile of the project and the return expectations of the parties involved.

Capital Stack
The layered combination of funding sources used to finance a development, typically comprising senior debt, subordinated or mezzanine debt, and equity, ranked by priority of repayment and risk exposure.

Capital Partnering
An arrangement under which a developer obtains equity or quasi-equity funding from an external capital partner in exchange for a share of project profit or an agreed return, in place of, or in addition to, debt finance.

Sensitivity Analysis
The process of varying key feasibility assumptions, such as construction cost, sales rate or interest rate, to test the resilience of a development feasibility outcome to adverse changes in market or delivery conditions.

#### Regulatory & Legal Framework

- Banking Act 1959 (Cth)the Australian Prudential Regulation AuthorityEstablishes prudential standards governing exposure limits and risk weighting applicable to authorised deposit-taking institutions providing development finance.
- Corporations Act 2001 (Cth)the Australian Securities and Investments CommissionGoverns disclosure obligations for capital raised from investors through managed investment schemes or unregistered pooled vehicles used to fund development.
- Foreign Acquisitions and Takeovers Act 1975 (Cth)the Foreign Investment Review BoardGoverns approval requirements applicable to foreign capital partners participating in the funding of Australian development land.
- State duties legislation (for example, the Duties Act 1997 (NSW))state revenue officesGoverns stamp duty payable on land acquisition and, in some structures, on the transfer of interests in development entities, materially affecting feasibility outcomes.

5
#### Practical Application

| Scenario | Application | Outcome |
| -------- | ----------- | ------- |
| Mid-density residential development assessed at concept stage | Feasibility model run testing gross development cost, gross realisation and target margin under base case assumptions | Development proceeds to detailed design and finance application on the basis that projected margin clears the required hurdle |
| Large mixed-use precinct requiring external capital beyond developer equity | Capital stack structured combining senior construction debt, mezzanine finance and a capital partner contribution | Development is financed without diluting sponsor control below the board-reserved threshold |
| Site acquisition assessed against alternative development scenarios | Residual land value modelled under each scenario to determine the maximum supportable purchase price | Acquisition price negotiated with reference to the residual land value ceiling, protecting development margin |

#### Cross-Series References

Feasibility outcomes also connect analytically to investment-grade return analysis maintained elsewhere within the APN content architecture once a development is complete and transitions to a held investment asset, though detailed treatment of that analysis sits outside the scope of this node.
