### 32100  —  Master Planning & Urban Design

Components: 3 · Property Development & Construction (32000)

1
#### Overview

Master planning and urban design encompasses the structured process by which a development site or precinct is conceived, organised and detailed prior to formal feasibility assessment and statutory approval. Node 32100 establishes the sub-series classification for three constituent disciplines: urban planning principles, green infrastructure and sustainable urbanism, and community engagement in planning, addressed respectively at Nodes 32110, 32120 and 32130.

Master planning operates at a scale broader than an individual building, typically addressing the arrangement of land uses, movement networks, public open space, infrastructure provision and built-form controls across a site or precinct. The quality and rigour of master planning materially affects the subsequent feasibility, approval pathway and long-term performance of a development, since structural decisions made at this stage — block layout, road hierarchy, open space provision and density distribution — are costly or impossible to alter once statutory approval has been obtained and construction has commenced.

Australian master planning practice draws on internationally recognised urban design principles while operating within a planning approval framework administered separately by each state and territory. Large-scale precinct master plans frequently require their own dedicated approval pathway, distinct from individual development applications for buildings within the precinct.

#### Scope & Boundaries

**This node covers:**

- Structural and disciplinary organisation of master planning and urban design as a sub-series within the 32000 series
- Relationship between urban planning principles, sustainable urbanism and community engagement as constituent elements of the master planning process

**This node does not cover:**

- Detailed feasibility modelling → refer to the 32200 sub-series
- Statutory approval process detail → refer to the 32300 sub-series
- Building-level architectural design → refer to Node 32510

Scope Note
A precinct master plan establishes a structure plan and built-form framework for a multi-lot or multi-stage site, and is typically approved as a distinct planning instrument ahead of individual development applications for buildings within the precinct. Practitioners should not conflate precinct-level master planning approval with site-specific or building-specific development consent, which is addressed separately under the relevant state planning legislation.

3
#### Key Concepts

Structure Plan
A document setting out the proposed land use, movement network, infrastructure and density framework for a precinct or large site, typically prepared and approved ahead of detailed subdivision or individual development applications. Structure plans establish the framework within which subsequent staged development must comply.

Movement Hierarchy
The classification of streets, paths and other circulation routes within a master-planned precinct according to function and capacity, ranging from arterial roads through local streets to pedestrian and cycle paths. Movement hierarchy determines block size, frontage allocation and the relationship between vehicle and active transport infrastructure.

Built-Form Framework
The set of height, setback, density and design controls applied across a master-planned precinct to achieve a consistent urban character while allowing variation between individual sites or stages. Built-form frameworks are typically codified in a design code accompanying the structure plan.

Public Realm
The network of streets, parks, plazas and other publicly accessible open space within a master-planned precinct, distinguished from privately held land notwithstanding that some public realm may be delivered and maintained under private ownership arrangements.

#### Regulatory & Legal Framework

- State and territory planning legislationState planning departmentsEstablishes the statutory basis for structure plan and precinct master plan approval, including public consultation requirements.
- Local environmental plans and planning schemesLocal councilsTranslate precinct-level structure plans into site-specific zoning, subdivision and built-form controls.
- State infrastructure contribution frameworksState planning and infrastructure agenciesEstablish the basis on which infrastructure costs associated with master-planned precincts are apportioned between government and developers.
- Subdivision and titling legislationState land registriesGoverns the staged subdivision process through which a master-planned precinct is progressively titled and delivered, addressed in detail at Node 32330.

#### Practical Application

| Scenario | Application | Outcome |
| -------- | ----------- | ------- |
| Greenfield precinct of 200 hectares proposed for residential and town centre development | Structure plan prepared addressing land use distribution, movement hierarchy and open space provision | Precinct structure plan approved as the framework for subsequent staged subdivision and development applications |
| Established urban infill site requiring higher-density redevelopment | Built-form framework prepared to manage transition between existing low-density context and proposed higher-density built form | Design code adopted, providing certainty to surrounding landowners and subsequent development applicants |
| Precinct master plan incorporating material public open space and community facilities | Public realm network and community facility sites identified and sequenced within the structure plan, informed by community engagement per Node 32130 | Public realm and community infrastructure delivered progressively in step with residential development staging |

Master planning outcomes also connect analytically to development feasibility and residual land value modelling maintained elsewhere within the APN content architecture, though detailed treatment of that analysis sits outside the scope of this node.
