### 31600  —  Land & Vacant Sites

Components: 3 · Property Types & Sectors (31000)

1
#### Overview

Land and vacant sites comprise undeveloped or under-improved parcels held for future development, distinguished from built-form property classes by the absence of completed improvements generating current operating income. The category encompasses land across a range of development readiness states, from raw, unzoned holdings to sites with development approval granted but construction not yet commenced.

Node 31600 serves as the parent index for three subordinate land classifications: Node 31610 addresses greenfield land on the urban fringe earmarked for future residential or mixed-use development; Node 31620 addresses infill and brownfield sites within established urban areas, including land requiring remediation of prior industrial use; and Node 31630 addresses rural land held or used for non-agricultural purposes, such as future urban release or land banking. A holding of vacant or under-improved land is typically assessed against its highest and best use, being the development or use of the site that would generate the greatest supportable value having regard to physical, legal and market constraints.

Land supply and price trends across these classifications are tracked on an ongoing basis through APN's market analysis series, which sits outside the scope of this technical reference.

#### Scope & Boundaries

**This node covers:**

- Classification of undeveloped and under-improved land as a distinct property category
- The structure of the land sub-series and its three subordinate classifications
- Highest and best use analysis applicable to vacant and under-improved land
- Land banking and site assembly as land-holding strategies

**This node does not cover:**

- Greenfield land classification and characteristics → refer to Node 31610
- Infill and brownfield site classification and characteristics → refer to Node 31620
- Rural land held for non-agricultural purposes → refer to Node 31630
- Detailed feasibility and DCF modelling methodology for a specific development → refer to Node 32210

Scope Note
A parcel that has received development approval but on which construction has not commenced remains classified as vacant or under-improved land for the purposes of this node and its subordinate nodes; reclassification to the relevant built-form property category occurs only once construction is substantially underway and the site begins to take on the physical and operational characteristics of the completed asset class.

#### Key Concepts

Highest and Best Use
The development or use of a site that would generate the greatest supportable value, determined having regard to what is physically possible, legally permissible, and financially feasible. Highest and best use analysis is the foundational valuation and acquisition framework applied to vacant and under-improved land, and may differ from the land's current zoning or use where a higher-value use is reasonably attainable.

Land Banking
The strategy of acquiring and holding land in advance of an anticipated increase in value or development feasibility, typically pending rezoning, infrastructure delivery, or improving market conditions. Land banking requires assessment of holding cost — including land tax, financing cost, and opportunity cost of capital — against the expected timing and magnitude of future value uplift.

Site Assembly
The process of acquiring multiple adjoining or proximate land parcels under common ownership or control to create a site of sufficient scale or configuration to support a more valuable development than any individual parcel could support in isolation. Site assembly typically requires sequential or confidential acquisition to avoid price escalation as the assembly strategy becomes apparent to remaining holdout owners.

Holding Cost
The aggregate cost of retaining vacant or under-improved land prior to development, comprising land tax, rates, financing cost, and any site security or maintenance expenditure. Holding cost is a primary input to land banking and site assembly feasibility, offsetting the expected value uplift achieved through the holding period.

#### Regulatory & Legal Framework

- State planning and environmental legislationState Planning Departments and Environmental Protection AgenciesGoverns zoning, rezoning processes, and environmental assessment applicable to the development potential of vacant and under-improved land.
- State land tax legislationState Revenue OfficesApplies land tax to the unimproved or site value of vacant and under-improved land, a primary component of holding cost.
- Contaminated land management legislation (state)State Environmental Protection AgenciesGoverns the assessment, classification and remediation obligations applicable to land with a history of contaminating use, relevant to infill and brownfield site acquisition.
- Foreign Acquisitions and Takeovers Act 1975 (Cth) and FIRB PolicyForeign Investment Review BoardApplies approval thresholds and conditions to foreign acquisition of vacant land, including agricultural and near-urban holdings.

#### Practical Application

| Scenario | Application | Outcome |
| -------- | ----------- | ------- |
| Investor evaluating a greenfield land acquisition on the urban fringe | Highest and best use analysis applied having regard to current zoning, anticipated rezoning timeline, and infrastructure delivery commitments | Acquisition recommendation supported by a highest and best use determination |
| Developer assessing a land banking strategy for a parcel pending future rezoning | Holding cost over the anticipated banking period compared against the expected value uplift on rezoning | Hold/divest recommendation supported by a holding cost and uplift comparison |
| Developer pursuing site assembly for an infill development opportunity | Adjoining parcel ownership and acquisition sequencing assessed to avoid premature disclosure of the assembly strategy | Acquisition sequencing plan minimising holdout price escalation risk |
