### 31430  —  Senior Living & Aged Care

Specialised Property Sectors (31400)

1
#### Overview

Senior living and aged care property encompasses purpose-built accommodation and care environments designed for older Australians across a continuum ranging from independent retirement living through to high-care residential aged care. This node addresses the physical asset classes, tenure structures, and operating models that distinguish senior living and aged care from conventional residential and commercial property.

The sector is structurally differentiated by its dual character as both a property asset and a regulated care service. Ownership and operating responsibilities are frequently separated, with property investors holding the underlying real estate while accredited care providers deliver clinical and personal care services under separate licensing arrangements. This separation shapes lease structures, valuation methodologies, and risk allocation across the asset class.

Demand for senior living and aged care accommodation is influenced by demographic ageing, household formation patterns among older cohorts, and government policy settings governing aged care funding and accreditation. Supply is constrained by development feasibility hurdles specific to the sector, including specialist construction standards, accreditation lead times, and the capital intensity of high-care facilities.

2
#### Scope & Boundaries

**This node covers:**

- Independent living units within retirement villages
- Serviced apartments and assisted living accommodation
- Residential aged care facilities (low care and high care)
- Continuum-of-care campuses combining multiple accommodation tiers
- Ingoing contribution, deferred management fee, and refundable deposit structures

**This node does not cover:**

- General seniors-targeted residential housing without care service integration → refer to Node 31140
- Healthcare and medical facility leasing not connected to residential aged care → refer to Node 31460
- Disability accommodation and Specialist Disability Accommodation (SDA) → refer to Node 34130

Scope Note
This node addresses the property and tenure characteristics of senior living and aged care assets. Clinical care standards, staffing ratios, and accreditation procedures are addressed in the Clinical Authority (20000 Series) register and are referenced here only where they directly affect property structuring or valuation.

3
#### Key Concepts

Deferred Management Fee (DMF)
A fee retained by a retirement village operator from a resident's ingoing contribution upon departure, calculated as an accruing percentage over the period of occupancy. The DMF substitutes for higher recurring service charges and is a defining feature of retirement village financial models.

Refundable Accommodation Deposit (RAD)
A lump-sum payment made by a resident entering residential aged care in exchange for accommodation, refundable (subject to permitted deductions) upon departure. The RAD is a regulated alternative to a Daily Accommodation Payment and is governed under Commonwealth aged care funding arrangements.

Ingoing Contribution
The capital sum paid by an incoming resident of a retirement village to secure a long-term lease, licence, or strata interest in an independent living unit. Ingoing contributions are distinct from freehold purchase prices and are typically linked to a resale and exit-fee mechanism.

Continuum of Care
An operating model in which a single campus or precinct provides multiple tiers of accommodation and care, allowing residents to transition between independent living, assisted living, and high care without relocating off-site. Continuum-of-care assets carry distinct valuation and feasibility characteristics compared with single-tier facilities.

Aged Care Quality Standards
The accreditation framework against which residential aged care providers are assessed, encompassing consumer dignity, clinical care, and the physical environment. Compliance status directly affects a facility's occupancy levels and, by extension, its property performance.

#### Regulatory & Legal Framework

- Aged Care Act 1997 (Cth)Department of Health and Aged CareEstablishes the funding, approval, and accommodation payment framework for residential aged care services.
- Aged Care Quality and Safety Commission Act 2018 (Cth)Aged Care Quality and Safety CommissionEstablishes accreditation, compliance monitoring, and complaints-handling functions for aged care providers.
- Retirement Villages Acts (state and territory)State Fair Trading and Consumer Affairs AgenciesRegulate ingoing contributions, exit entitlements, and disclosure obligations for retirement village operators.
- Retirement Living Code of ConductProperty Council of Australia / State RegulatorsSets voluntary disclosure and conduct standards adopted by signatory retirement village operators.

5
#### Practical Application

Practical application of this node spans acquisition due diligence, development feasibility, and asset management decision-making. The following scenarios illustrate standard applications of concepts addressed by this node.

| Scenario | Application | Outcome |
| -------- | ----------- | ------- |
| Greenfield aged care facility feasibility | Site suitability, accreditation lead time, capital cost per bed assessed against funding mix | Development feasibility report supporting funding-mix and staging decisions |
| Retirement village ingoing contribution structuring | DMF accrual schedule, resale timing, and exit entitlement disclosure reviewed against code obligations | Contribution and exit-fee model prepared for prospectus disclosure |
| Continuum-of-care campus refinancing | Tiered occupancy performance and accreditation status assessed by accommodation tier | Asset-level valuation supporting refinancing submission |
