Commercial (Office, Retail, Industrial) (31200)

1
#### Overview

The office property sector encompasses buildings and spaces designed for administrative, professional, and business use. In Australia, the office market is structured around Central Business District (CBD) precincts in each capital city and a range of metropolitan and suburban sub-markets, each with distinct physical stock characteristics, demand drivers, tenant profiles, and investment dynamics. Office assets represent one of the largest and most institutionally active segments of the Australian commercial property market.

The Australian office market has undergone measurable structural change in recent years, reflecting shifts in occupier strategy driven by hybrid and flexible working arrangements, evolving space planning standards, and an increasing occupier focus on building environmental credentials and end-of-trip facilities. These changes have produced divergent outcomes across building grades — with Premium and A-grade assets in well-located CBDs demonstrating relative resilience, while lower-grade and suburban stock in several markets has experienced elevated vacancy and leasing pressure.

For investors, advisers, and asset managers, the office asset class requires sophisticated analysis of occupancy economics, lease structures, tenant covenant quality, WALE composition, and capital expenditure requirements to maintain building competitiveness.

#### Scope & Boundaries

This node addresses the office property asset class in the Australian context, covering building classification, sub-market structure, leasing mechanics, investment metrics, and key demand drivers. It covers CBD, metropolitan, and suburban office assets, including purpose-built office buildings, office strata, and business park developments.

This node does not address mixed-use developments with retail or residential primary components (addressed in node 31700), nor does it address medical or professional consulting suites as a specialist asset class (addressed in node 31460). Jurisdictional coverage is national, with primary reference to Sydney, Melbourne, Brisbane, Perth, and Adelaide CBD and metropolitan markets.

Scope Note
Commercial leasing law applicable to office properties is addressed in node 35320. Investment analysis frameworks for office assets are addressed in nodes 33310 (Yield Analysis) and 33320 (DCF for Investment). Asset management of office properties is addressed in node 34200.

#### Key Concepts

Building Grade
The Property Council of Australia classification system for office buildings using grades Premium, A, B, C, and D, based on building quality, services specification, location, and market presentation. Building grade directly influences achievable net face rents, vacancy rates, incentive requirements, and investment yields.

Net Absorption
The change in occupied office space (measured in square metres of NLA) over a defined period, net of space vacated. Positive net absorption indicates that overall occupied space has increased; negative net absorption indicates a reduction. The primary demand-side metric in the PCA biannual Office Market Report.

Incentive
A benefit provided by a landlord to a tenant as part of a lease negotiation — commonly a rent-free period, fit-out contribution, or combination of both. In elevated vacancy markets, incentives may represent 15–30% of the face rent value over the lease term.

NABERS Energy Rating
The National Australian Built Environment Rating System energy rating for office buildings, expressed on a 1–6 star scale. Under the Commercial Building Disclosure (CBD) program, owners of office space above 1,000m² NLA must obtain and disclose a current NABERS rating at sale or lease.

Weighted Average Lease Expiry (WALE)
The average remaining lease term across all tenancies, weighted by income or NLA. A long WALE provides income certainty and reduces re-leasing risk; a short WALE signals exposure to vacancy and incentive expenditure.

Core and Shell
The base building condition delivered to an office tenant, comprising structural elements, base building services, lobby finish, and lift services — without tenant fitout works. Standard for institutional office leasing.

#### Regulatory & Legal Framework

- Commercial Building Disclosure (CBD) Program (Cth)Administered by the Department of Climate Change, Energy, the Environment and Water. Requires mandatory NABERS energy rating disclosure for office space above 1,000m² NLA on sale or new lease.
- National Construction Code (NCC) — Class 5 BuildingsSets minimum standards for office building construction, upgrade works, fitout, fire safety, accessibility, and energy efficiency for Class 5 (office use) buildings. Administered by the Australian Building Codes Board.
- Disability (Access to Premises — Buildings) Standards 2010 (Cth)Sets mandatory accessibility requirements for office buildings, including accessible paths, lifts, amenities, and wayfinding.
- Environmental Planning and Assessment Act 1979 (NSW) and state planning equivalentsGoverns land use zoning permitting office use, development consent for new office buildings and material fitout works, and change of use approvals.
- Work Health and Safety Act 2011 (Cth) and state equivalentsImposes positive duties on building owners, lessors, and occupiers regarding the safety of office premises.

#### Practical Application

Office investment analysis centres on the interplay between passing yield, reversionary yield, WALE composition, incentive cycle positioning, and projected capital expenditure. Building environmental credentials have become integral to office leasing and investment decisions.

| Scenario | Application | Outcome |
| -------- | ----------- | ------- |
| Investor acquires a Sydney CBD A-grade building at $72,000,000 at 5.25% initial yield, 4.8-year WALE | Acquisition underwritten on passing income; lease expiries modelled with 20% effective incentive at re-leasing | Re-leasing risk quantified in DCF; yield sensitivity at expiry drives 80% of return variance in base case |
| Occupier requires 2,500m² in Melbourne CBD, minimum NABERS 5-star, 5-year term | Market canvass identifies four Premium and A-grade options; incentive of 18–24 months rent-free offered | Effective rent landed 22% below face rate at $580/m² effective; NABERS 5.5-star secured |
| B-grade Brisbane CBD building (NABERS 3.0-star) facing 40% vacancy on upcoming lease expiry | Owner assesses refurbishment to A-grade specification (NABERS 5-star) versus sale at passing yield | Feasibility determined by spread between B and A-grade effective rents less capital cost |
