1Node Definition
This node reads growth in public-sector delivery of the enabling infrastructure — roads, water, sewerage and electricity connections — that new housing developments depend on to proceed. It is a component of the APN Future Development Pipeline Index™ (24400).

Scope under review
This sub-index's original scoping looked to project-level infrastructure pipeline registers. Its current construction instead reads aggregate public-sector engineering spending, a broader but more consistently available measure. It was formerly published as APN Infrastructure Uplift Multiplier™. Its final scope and data sourcing remain under review and may change in a future update.

2Metric Definition
**Primary metric: Public-Sector Enabling Infrastructure Work Done, Year-on-Year Change, Z-Score**

Z-Score Construction

Current (Q2 2026)−0.1209σ

XtYear-on-year change in public-sector work done on roads, water, sewerage and electricity, +4.26%
μ, σBaseline mean and sample standard deviation, 2011–2025 (6.08%, 15.06)

The four infrastructure types are combined before the growth rate is taken, then standardised against this node's own history. The figures are nominal (not adjusted for construction price inflation), so part of any reading reflects price growth in the sector as well as the physical volume of work done.

**Position:** 43.9, ranked against 156 quarters of this node's own history.

3Data Sources
Australian Bureau of Statistics, Construction Work Done, public-sector engineering construction, roads, water, sewerage and electricity generation/transmission/distribution, original terms, current prices.

4Analytical Interpretation
At −0.1209σ, growth in enabling infrastructure delivery is running slightly below its long-run norm, in the lower-middle of its 156-quarter history. Delivery grew 4.26% year on year. Electricity work remains the drag: it makes up 20.1% of the four infrastructure types at the current quarter, close to its typical 21.1% share, but it fell 5.8% over the past year while roads, water and sewerage combined grew 7.1%. Excluding electricity, this node would read at its norm, +0.03σ rather than −0.12σ.

5Reading History

APN Enabling Infrastructure Index™ (24420) · Reading HistoryNode Z-Score by Quarter, March 2011 to June 2026−0.1209σ · position 43.9, ranked against 156 quarters**Reading, ranked quarters**Normal range (middle 80% of ranked quarters)**Current readingThe June quarter 2026 reading, −0.1209σ, ranks 43.9 against 156 quarters and sits inside the normal range of −1.0629σ to +1.2731σ. The highest ranked reading was +2.4215σ in the September quarter 2008, and the lowest −1.9595σ in the September quarter 2014. The ranking also counts the 94 quarters from the September quarter 1987 to December 2010, before the drawn window; every quarter is listed in the data table. It enters APN Future Development Pipeline Index™ (24400) with its sign reversed, so a higher reading here lowers that index.
