1What It Measures
One of five Substrate components — the only one measuring a **protective** factor rather than hazard exposure, scored direct (not inverted): the presence of carbon/conservation projects and protected land near a locality. Mean of two independently-ranked components: Clean Energy Regulator ACCU project presence, and CAPAD protected-area percentage.

**Source:** Clean Energy Regulator ACCU project register + DCCEEW CAPAD (protected-area register, the same source rejoined here as Agora's 24144). Nature Repair Market data is not used, as its coverage is too sparse.

2Data & Coverage Notes

Low mean is genuine — most localities simply have neither signal nearby
This node's low national mean (16.24) reflects real geographic concentration, not a data gap: ACCU projects and CAPAD-protected land are inherently clustered in specific regions, so most suburban and urban localities score near zero on both components while a minority score very high. A build-time bug was caught and fixed the same day it was introduced: the first version of this node was built with the CAPAD component missing entirely (ACCU presence only, mean ≈0.5, an implausibly flat near-degenerate distribution) — caught by a sanity check on the resulting shape, then fixed by rejoining CAPAD's protected-area percentage as the second component, moving the corrected mean to ≈16.2.

4Pillar Alignment and Geography
**Alignment with the pillar.** Across the 6,791 localities scored on both, this component and APN Substrate™ (Climate Resilience Rating) (24150) have a correlation of **0.35**, on a scale where 1 means the two scores move together exactly and 0 means they are unrelated. The two are loosely aligned: a locality’s score on this component says only a little about its overall Substrate score, and the component carries information the pillar’s other inputs do not.

By State and Territory
Average 24155 Score by State and Territory

Each bar is the average locality score in that jurisdiction, with every locality counted equally regardless of population; the dashed line marks the national mean of 16.24. Tasmania averages highest at 27.5 (319 localities) and Queensland lowest at 13.3 (1,492). Victoria averages 20.0, the Northern Territory 19.8, Western Australia 18.9, the Australian Capital Territory 17.7, New South Wales 14.1 and South Australia 13.4. Other Territories (4 localities) are not shown.

5Other Components
The other four components of APN Substrate™ (Climate Resilience Rating) (24150).
