1What It Measures
One of five Agora components. Measures green-space access and coverage from two signals: the proportion of natural/vegetated land cover, and the proportion of protected/publicly-accessible open space — distinguishing genuine public green space from private vegetation (e.g. a rural-residential block with high "green" land-cover classification but no public access).

**Source:** DEA Land Cover 2.0 (natural/aquatic vegetation zonal stats) + DCCEEW CAPAD (protected-area register), both free, both cross-referenced per SAL.

2Data & Coverage Notes

Component floor: 1-of-2, more lenient than Meridian's convention
A locality needs only one of its two components (land-cover vegetation share, or CAPAD protected-area share) to receive a score — a deliberate design choice, not an assumption carried over from an earlier build. This is a deliberately more lenient floor than Meridian's 2-of-2 pattern, reflecting that either signal alone is a meaningful (if partial) green-space reading, unlike Meridian's components which are less individually informative alone.

4Pillar Alignment and Geography
**Alignment with the pillar.** Across the 6,785 localities scored on both, this component and APN Agora™ (Amenity & Access Index) (24140) have a correlation of **0.03**, on a scale where 1 means the two scores move together exactly and 0 means they are unrelated. The two show no meaningful relationship: across localities, this component moves independently of the overall Agora score, even though it is one of the pillar’s five inputs.

By State and Territory
Average 24144 Score by State and Territory

Each bar is the average locality score in that jurisdiction, with every locality counted equally regardless of population; the dashed line marks the national mean of 41.79. Tasmania averages highest at 55.8 (319 localities) and South Australia lowest at 27.9 (692). The Northern Territory averages 47.7, Victoria 46.0, the Australian Capital Territory 45.8, Queensland 43.6, Western Australia 40.5 and New South Wales 40.1. Other Territories (4 localities) are not shown.

5Other Components
The other four components of APN Agora™ (Amenity & Access Index) (24140).

6Certification

APN Codex Node 24144 — Certified, v1.0

- 1-of-2 component floor applied (not Meridian's stricter 2-of-2 pattern)
