1What It Measures
One of five Bedrock components. Measures the home-ownership rate by locality — a percentile rank, so a higher score means a higher relative ownership rate.

**Formula:** `(Owned outright + owned with a mortgage) ÷ total occupied private dwellings` — **Source:** ABS Census 2021 General Community Profile, Table G37, by Suburbs and Localities.

The underlying ownership rate averages 71.5% across scored localities.

Localities with no dwelling owned outright or with a mortgage read 0.0%, a genuine reading: 78 of them, largely remote Aboriginal and Torres Strait Islander communities, Defence bases and mining towns, share the lowest score. Where the ABS-adjusted counts of owned dwellings exceed the dwelling total, the share cannot be read and the component returns NIL RETURN.

Distribution
24112 Score — All 6,774 Scored Localities

Each ten-point band holds close to one tenth of the 6,774 scored localities (674 to 681): the score is a percentile rank within the scored localities, so its distribution is flat by construction. The variation between localities lies in the underlying figure above.

3Pillar Alignment and Geography
**Alignment with the pillar.** Across the 6,774 localities scored on both, this component and APN Bedrock™ (Socio-Economic Position) (24110) have a correlation of **0.61**, on a scale where 1 means the two scores move together exactly and 0 means they are unrelated. The two are moderately aligned: a locality that scores high on this component tends to score above average on Bedrock, with many exceptions. This component is one of the pillar’s five inputs, so part of that alignment is built into the pillar itself.

By State and Territory
Average 24112 Score by State and Territory

Each bar is the average locality score in that jurisdiction, with every locality counted equally regardless of population; the dashed line marks the national mean of 50.01. Victoria averages highest at 59.8 (1,229 localities) and the Northern Territory lowest at 15.1 (162). Tasmania averages 59.0, New South Wales 50.6, South Australia 50.2, Queensland 45.9, Western Australia 45.1 and the Australian Capital Territory 41.6.

- Percentile rank of ABS 2021 Census home-ownership rate
- Methodology v1.1 (October 2026): every Census and SEIFA figure is joined to its locality by the ABS 2021 Suburbs and Localities code, readings of zero are retained, and the percentile is ranked against the localities of more than 200 residents that carry a reading
