1The gap the score fillsThe APN Bedrock™ Score addresses a structural gap in the toolkit available to property practitioners: the absence of a consistent, independent, suburb-level measure of community economic resilience. Median price and yield data describe transactional outcomes. The score describes the structural conditions that determine how durable those outcomes are, and how a given suburb will respond when external conditions tighten.

The index covers 6,782 localities, scored 0.00 to 100.00 on a nationally normalised scale from five institutional components. It is produced from publicly available data with no commercial dependencies, and it is one of five pillars in the live [APN Social Capital Index™ (24100)](https://australianproperty.network/apn-codex/series-20000/series-24000/series-24100/).

| Component | Dimension | What it measures |
| --------- | --------- | ---------------- |
| [24111](https://australianproperty.network/apn-codex/series-20000/series-24000/series-24100/series-24110/series-24111/) | Income Velocity & Wealth | Median total household income, annualised |
| [24112](https://australianproperty.network/apn-codex/series-20000/series-24000/series-24100/series-24110/series-24112/) | Tenure Stability & Housing | Share of occupied private dwellings owned outright or with a mortgage |
| [24113](https://australianproperty.network/apn-codex/series-20000/series-24000/series-24100/series-24110/series-24113/) | Labour Resilience & Jobs | Unemployment rate, persons |
| [24114](https://australianproperty.network/apn-codex/series-20000/series-24000/series-24100/series-24110/series-24114/) | Fiscal Stress & Debt | Median mortgage repayment as a share of median household income (no reading where no dwelling is mortgaged) |
| [24115](https://australianproperty.network/apn-codex/series-20000/series-24000/series-24100/series-24110/series-24115/) | Socio-Economic Advantage | ABS Index of Relative Socio-economic Advantage and Disadvantage (IRSAD) |

2Index architecture and transmission logicThe five components are not independent additive parts; they interact. The critical pathway under elevated rate conditions runs through tenure stability (24112) and fiscal stress (24114).

| Pathway | Mechanism | Structural outcome |
| ------- | --------- | ------------------ |
| Cash rate → fiscal stress (24114) | Higher rates lift mortgage repayments relative to household income | The burden rises most where repayments already take a larger share of income |
| High fiscal stress + low tenure stability | Leveraged households in renter-dominated areas, with less accumulated equity | Elevated forced-sale risk, demographic churn, demand compression |
| High income velocity + high tenure stability | Owner-occupiers with income depth | Structural insulation, equity preservation, demand stability |
This asymmetry is the core utility of the index for practitioners. Two suburbs with identical median prices may carry fundamentally different structural risk profiles depending on their composition. A suburb with high income velocity but low tenure stability, such as an inner-city precinct with high rental density and high professional incomes, occupies a materially different risk position from one with moderate income but deep owner-occupier tenure.

The rate environment this reads againstThe cash rate has stood at 4.35% since May 2026. On the Codex's own measure, Interest Rates (21210) carries a certified reading of +0.9807σ above its 15-year mean for the June quarter 2026, the most recent certified quarter. That is a meaningfully elevated but historically unexceptional cost-of-capital environment, and its transmission to household balance sheets is mediated by each suburb's component composition rather than applied uniformly.

3Practitioner case studiesThree suburbs from the national dataset illustrate the index's discriminatory power across the score distribution.

Barden Ridge NSWPostcode 2234 · Sydney – Sutherland90.78Composite97.8Income95.7Tenure83.5Labour83.9Stress93.0SEIFAStrong across all five dimensions: household income in the top 3% of localities, more than nine in ten dwellings owned outright or with a mortgage, unemployment of 2.6%, and mortgage repayments taking 19.5% of household income, a lighter burden than in 84% of localities.

Abbotsbury NSWPostcode 2176 · Sydney – South West84.32Composite93.4Income84.4Tenure79.5Labour83.6Stress80.7SEIFAUpper tier on every dimension: household income in the top 7%, 87% of dwellings owner-occupied, unemployment of 2.9% and repayments of 19.5% of income. A socio-economic advantage reading of 80.7 places it a step below the top tier.

Salisbury North SAPostcode 5108 · Adelaide – North16.48Composite12.1Income16.8Tenure5.1Labour45.6Stress2.8SEIFALow on four of the five dimensions: unemployment of 10.4%, household income in the bottom eighth, 58% of dwellings owner-occupied, and a socio-economic advantage reading in the bottom 3% nationally. Its repayment burden, 24.4% of income, is close to the national middle.

#### Barden Ridge NSW — top of the distribution
Household income (97.8), home ownership (95.7) and socio-economic advantage (93.0) all sit in the top tenth of localities. Mortgage repayments take 19.5% of median household income, a lighter burden than in 84% of localities (83.9), and unemployment of 2.6% places labour resilience at 83.5. High ownership limits the share of dwellings exposed to forced sale, and income depth provides capacity to service debt as rates rise. A benchmark profile for defensive positioning.

#### Abbotsbury NSW — upper part of the distribution
Upper tier on every component, and in the top tenth only on household income (93.4). Ownership of 87.2% (84.4) and repayments of 19.5% of income (83.6) indicate a predominantly owner-occupier community whose mortgaged households are not heavily stretched, and unemployment of 2.9% (79.5) supports debt-service capacity. The socio-economic advantage reading of 80.7 is the main point of difference from the top tier. Best read as a stable suburban position with limited volatility in either direction.

#### Salisbury North SA — lower distribution
Unemployment of 10.4% (5.1) and a socio-economic advantage reading in the bottom 3% nationally (2.8) are the weakest readings; household income (12.1) and home ownership of 57.5% (16.8) also sit in the bottom fifth. The repayment burden among mortgaged households, 24.4% of income, is close to the national middle (45.6): the constraint lies in income and employment rather than in mortgage leverage. For debt-financed investment the profile signals elevated structural risk: limited income capacity and a large renting population mean that sustained rate pressure falls on households with less buffer, through rents and reduced demand.

4Practitioner application frameworkThe score integrates into existing due-diligence workflows as a structural pre-screen.

| Practitioner | Primary application | Key components |
| ------------ | ------------------- | -------------- |
| Property investor | Pre-acquisition structural screen: filter high-risk suburbs before yield analysis; compare the target against peer localities in the same region. | 24112, 24114 |
| Mortgage broker | Serviceability context: does the suburb's structural profile support the loan structure being considered? Flag concentrations of fiscal stress. | 24114, 24111 |
| Financial planner | Portfolio construction: assess geographic concentration of client property exposure against the national distribution; identify structural diversification. | 24110 composite, 24115 |
| Buyers agent | Comparable suburb analysis: identify structurally equivalent suburbs at different price points; quantify the structural premium of preferred locations. | All five components |
Data vintageAll scores are derived from the 2021 ABS Census and the 2021 ABS SEIFA release, and describe structural conditions as measured at that point. They are a structural baseline, not a reading of current market conditions. A rebuild on 2026 Census data is planned as the ABS small-area releases become available through 2027.
