### Sustainability & Environmental Policies

Current ZNIL RETURN
StatusRegister in design

No standardised reading is published
The compliance-cost construct described in Sections 1 to 7 moves only when a new edition of the National Construction Code commences, and holds four distinct values across sixty quarters. A Z-score on a series of that shape measures when a code edition began rather than the conditions it governs, so the node publishes NIL RETURN. A register of the energy and environmental settings that apply to new homes in each jurisdiction, each dated from primary sources, is being designed in its place.

Sections 1 to 7 are retained as the record of the method as it stood at the December quarter 2025, including its certified figure of +2.0737σ. They describe how the construct was built; they are not a current reading.

1Node Definition
Node 21360 measures the construction cost premium imposed by the prevailing National Construction Code (NCC) energy-efficiency and accessibility mandate on a standard Class 1 residential dwelling — the detached project home. It tracks the progressive tightening of NCC residential requirements across four regulatory editions and translates each step-change into a continuous quarterly index of compliance cost uplift relative to the Building Code of Australia 2010 baseline.

The node measures the quantifiable cost burden the compliance regime places on the residential construction baseline. It does not measure the environmental or social outcomes of that regime — energy savings, occupant health, accessibility benefits — which are real, separately evaluated in the regulator's own impact assessments, and outside this node's scope.

2Metric Definition
**Primary metric: Environmental Compliance Cost Premium (ECCPt)**

ECCP Construction

At Q4 20253.42%

ΔCNCCtCumulative construction cost uplift attributable to the NCC energy-efficiency and accessibility mandate in force at quarter t, in $/m² for a single-storey Class 1 project home
CbasetBaseline construction cost per m² at quarter t, from the Rawlinsons Australian Construction Handbook (Melbourne metropolitan project-home benchmark)
ECCPtPercentage addition to total construction cost imposed by the compliance regime at quarter t

**Metric typology:** Supply Friction step-function, carried forward between discrete regulatory events.

**Measurement character.** NCC editions activate on their mandatory commencement date and carry forward continuously until superseded. Between editions the compliance burden remains legally operative and constant in percentage terms against the prevailing construction cost baseline, so the series holds four distinct values across its sixty quarters. This is the expected output of a step-function index: building-code policy is stable for multi-year epochs and shifts sharply on discrete dates.

3Data Sources

| Input | Source | Role |
| ----- | ------ | ---- |
| Compliance cost uplift | Australian Building Codes Board (ABCB) — Regulatory Impact Statements for NCC 2016, NCC 2019 and NCC 2022; ABCB 2023 updated cost assessment | Primary numerator source, sovereign |
| Compliance cost uplift (supplement) | Centre for International Economics — NCC 2016 Decision RIS; ACIL Allen — NCC 2022 Decision RIS for residential energy-efficiency requirements (August 2022) | Tier-1 institutional supplement where the ABCB corpus does not state a direct $/m² figure |
| Baseline construction cost | Rawlinsons Australian Construction Handbook — Melbourne metropolitan project-home benchmark ($703/m² 2018; $838/m² 2023) | Denominator; pre-2018 values back-cast via the ABS Producer Price Index for residential construction outputs |
| Population weights | ABS Estimated Resident Population by state | Weights the staggered NCC 2022 state adoption dates and opt-outs into one national figure |
| Reference dwelling | 235 m² single-storey Class 1 dwelling | Converts per-dwelling cost estimates to $/m² |

Where a cost is not quantified in the regulator's own corpus it is excluded from the metric rather than estimated. The industry field estimates that diverge from the regulator's figures are recorded in Section 6 as context, not used as inputs.

4Regulatory Epochs — Four NCC Editions
The series is anchored to the following code-edition timeline. Each edition's uplift is cumulative on the one before it.

| Edition | Operative for ECCP | Energy standard | Increment | ECCPt |
| ------- | ------------------ | --------------- | --------- | ----- |
| BCA 2010 (baseline) | Q1 2011 – Q1 2016 · 21 qtrs | 5-star NatHERS | Reference point | 0.00% |
| NCC 2016 | Q2 2016 – Q1 2020 · 16 qtrs | 6-star NatHERS; condensation-management provisions; higher insulation and glazing standards | $15.50–$22.00/m², midpoint $18.75/m² on a $670/m² baseline ≈ +1.45% | 1.45% |
| NCC 2019 | Q2 2020 – Q1 2024 · 16 qtrs | 6-star NatHERS retained; separate heating and cooling load limits; thermal-bridging mitigation for steel-framed construction | ≈$7.10/m² on the steel-framed 14% of the market, nil quantified on timber-framed → ≈$1.00/m² market-weighted on $703/m² ≈ +0.14% | 1.59% |
| NCC 2022 | Q2 2024 – Q4 2025 · 7 qtrs | 7-star NatHERS; Whole-of-Home energy budget; Livable Housing Design Standard in adopting states | $3,612 per dwelling population-weighted → $15.37/m² on $838/m² ≈ +1.83% | 3.42% |

NCC 2016 and NCC 2019 commenced nationally on 1 May 2016 and 1 May 2019 respectively; NCC 2019's energy provisions carried a one-year transition, so the step is dated to its mandatory compliance date of 1 May 2020. NCC 2022's residential energy and accessibility provisions were adopted on staggered state dates, and the step is dated to the first quarter in which a majority of the national population was under the new framework.

#### NCC 2022 — state adoption and the population-weighted increment

| State | Energy-efficiency provisions | Livable Housing Design Standard | Population share | Per-dwelling cost | Weighted |
| ----- | ---------------------------- | ------------------------------- | ---------------- | ----------------- | -------- |
| NSW | 1 October 2023 | Not adopted — own framework retained | 32.0% | $859 | $275 |
| VIC | 1 May 2024 | 1 May 2024 | 26.6% | $6,008 | $1,598 |
| QLD | 1 May 2024 | 1 October 2023, narrow-lot phase-in to May 2025 | 20.5% | $6,008 | $1,232 |
| SA | 1 October 2024 | 1 October 2024 | 6.9% | $6,008 | $415 |
| WA | 1 May 2024 | Not adopted | 10.7% | $859 | $92 |
| National, population-weighted (96.7% of population covered) | | | $3,612 |

NSW and WA — about 42.7% of the national population — adopted the energy-efficiency provisions only. Victoria, Queensland and South Australia — about 54.0% — adopted the full package including the Livable Housing Design Standard. The national increment of 1.83% is therefore lower than the headline figure for a fully adopting state; a builder in Victoria, Queensland or South Australia faces the full $6,008 per dwelling.

Epoch Chart
ECCPt Across the Four Certified Code Epochs

NCC 2025 — residential provisions paused
The residential energy-efficiency provisions proposed for the 2025 edition were paused before taking effect. No new residential compliance cost is imposed, and the NCC 2022 premium of 3.42% carries forward unchanged through the terminal observation. If the paused provisions are reinstated, the series steps up again from its current maximum.

6Disclosed Limitations
Six limitations are formally attached to this certification. None changes the direction or ordering of the epochs; together they bound the precision of the level.

NCC 2016**Medium confidence on the 1.45% increment.** The figure is the midpoint of the $15.50–$22.00/m² range in the Centre for International Economics Decision RIS; no direct ABCB or Rawlinsons per-m² figure exists for this edition. It is consistent with the benefit-cost ratio of 2.0 cited in post-implementation analysis, but carries lower confidence than the NCC 2019 and NCC 2022 figures.

- NCC 2019**The 0.14% increment is a national market-weighted average and deliberately conservative.** It reflects only the quantified thermal-bridging cost on the steel-framed 14% of the Class 1 market against nil on the timber-framed 73%. Any incremental cost to timber-framed dwellings from the heating and cooling load limits is unquantified in the regulator's corpus and excluded.

- Baseline**Melbourne metropolitan proxy for the denominator.** Baseline construction costs are the Rawlinsons Melbourne project-home benchmarks; a national average was not available. Melbourne is broadly representative of the eastern seaboard but may overstate costs relative to Queensland and understate them relative to Sydney.

- Back-cast**Pre-2018 baseline costs are derived, not observed.** The 2011 ($611/m²) and 2016 ($670/m²) baselines are back-cast from the 2018 Rawlinsons anchor using the ABS Producer Price Index for residential construction outputs, and carry that method's uncertainty.

- NCC 2022**Regulator estimate versus industry field estimate.** The ABCB's updated 2023 figure of $6,008 per dwelling is the metric input. Master Builders Australia's field estimate of $11,000–$22,500 per dwelling diverges substantially; it reflects industry-reported costs under post-pandemic construction inflation and is recorded here as context only. The certified premium is therefore a floor for the actual cost experienced in adopting states, not a ceiling.

- Opt-outs**NSW and WA opt-outs discount the national figure.** Neither state adopted the Livable Housing Design Standard; NSW applies its own sustainable-buildings framework instead. The population weighting removes the accessibility premium for about 42.7% of the national population, so the national 1.83% increment understates the burden in Victoria, Queensland and South Australia.

7State Instruments Above the NCC Baseline — Context, Not Inputs
Several state instruments impose construction cost premiums on top of the national code. They are not incorporated into ECCPt, which measures the sovereign national mandate only, but they bear on how the compliance burden is actually experienced by jurisdiction.

| Instrument | Jurisdiction | Estimated premium | Basis | Confidence |
| ---------- | ------------ | ----------------- | ----- | ---------- |
| Gas Substitution Roadmap (2022 onward) | Victoria | $1,500–$3,000 per dwelling | Victorian Government; Master Builders Victoria | Medium |
| State Environmental Planning Policy (Sustainable Buildings) 2022 | NSW | $3,500–$5,500 per dwelling | NSW Department of Planning — BASIX update consultation | High |
| Design and Building Practitioners Act 2020 | NSW | $2,500–$4,500 per dwelling | NSW Better Regulation Division RIS | Medium |
| Building Amendment (Registration of Building Trades) Act 2018 | Victoria | $108.1m aggregate over ten years; no per-dwelling figure isolated | Victorian Department of Transport and Planning RIS | Low |

9What the Settings Show
The residential energy provisions of NCC 2022 — the seven-star thermal standard and the whole-of-home energy budget — did not commence on one national date. The Australian Building Codes Board's table of NCC 2022 adoption dates by jurisdiction (correct as at 22 September 2023) records:

| Jurisdiction | Residential energy provisions |
| ------------ | ----------------------------- |
| New South Wales | Through the enhanced BASIX standards, from 1 October 2023 |
| Australian Capital Territory | From 15 January 2024 |
| Victoria | From 1 May 2024 |
| Queensland | Through Queensland Modern Homes; the Queensland Government states the standards have applied since 1 May 2024 |
| South Australia | From 1 October 2024 |
| Western Australia | From 1 May 2025 |
| Tasmania | Not adopted |
| Northern Territory | Five-star requirements for housing only, from 1 October 2023; not adopted for apartments |

The staggered dates are the substance of the register being designed: each jurisdiction's settings, with the date each took effect. Read alongside cost and approval series, they allow before-and-after comparisons within a jurisdiction. They do not establish that any cost change was caused by the code, because construction costs moved for many reasons across 2023 to 2025.

**Relationship to Planning Regulations & Zoning Policy (21320).** Planning Regulations & Zoning Policy (21320) reads the density mix of what the planning system approves. The energy provisions apply to the dwellings approved, whatever their type, so the two nodes describe different stages of the same pipeline: what is permitted, and the standard to which it must be built.
