1Node Definition
Node 21220 is the APN Codex instrument for measuring the inflation environment as it bears on the Australian residential asset base, valued in excess of $12 trillion. It tracks the Headline and Housing sub-groups of the Consumer Price Index (ABS 6401.0), the Producer Price Index for house construction (ABS 6427.0), consumer inflation expectations (RBA G3), and the Trimmed Mean CPI, the RBA's preferred measure of underlying inflation (ABS 6401.0), isolating the components of price growth that determine real, inflation-adjusted holding costs rather than raw consumer-basket inflation. It does not measure nominal asset price growth, credit pricing, or discretionary household spending — those functions sit with other nodes elsewhere in the 21000 Series. Inflation (21220) carries a weight of w₂₁₂₂₀ = 0.10 within the parent Economic Factors (21200) composite, the APN Aggregate Macro-Volatility Index™ — a secondary but material contributor relative to Interest Rates (21210) and Credit Velocity (21270), which dominate that aggregate at 0.20 and 0.15 respectively.

Its headline CPI input also feeds Inflation Volatility (24715), a component of the Financing & Volatility Conditions branch (24710) of the APN Investment Conditions Index™ (24700).

2Metric Definition
**Primary metric: Node Composite Z-Score (Z₂₁₂₂₀,ₜ) — equal-weighted mean of five inflation vectors**

BaselineEach vector standardised against its own March 2011 – December 2025 baseline (μ, σ; N = 60; consumer inflation expectations N = 20). A composite beyond ±2.0σ carries Two Standard Deviation Event classification.

**Metric typology:** equal-weighted five-vector composite index. The Housing CPI Index is designated the node's primary interpretive vector because it carries the most direct relevance to residential asset holding costs; four further vectors — Headline CPI, PPI House Construction, RBA consumer inflation expectations, and, from 5 September 2026, the Trimmed Mean CPI as the measure of underlying inflation — are standardised in parallel so that the housing-specific reading is read against broader, forward-looking and underlying price signals.

**Measurement character.** Each vector is normalised against its own baseline and expressed as an independent Z-score; the certified node reading is the equal-weighted mean of the five. The Housing CPI Z-score is reported alongside the composite as the primary interpretive vector, not in place of it. Consumer inflation expectations has a short baseline — the RBA series begins in 2021, giving 20 quarterly observations against the 60 available to the other four vectors — and that limitation is disclosed on every certification of this node.

Architectural Independence — Construction Costs & Supply Chain (21260)
Inflation (21220) measures the retail, consumer-facing cost of housing inflation via the ABS Housing CPI sub-group. Construction Costs & Supply Chain (21260) measures upstream input cost pressure — materials, labour, and delivery bottlenecks — before those costs reach the final consumer. The Producer Price Index for house construction is ingested within Inflation (21220) solely as a leading indicator of forthcoming consumer-facing inflation, and carries no analytical overlap with the supply-chain delivery metrics housed in Construction Costs & Supply Chain (21260).

3Data Sources
**Primary source: Australian Bureau of Statistics (ABS) — Consumer Price Index (6401.0) and Producer Price Indexes (6427.0).** Both are Tier 1 sovereign statistical releases. Secondary sources comprise the Reserve Bank of Australia's G3 Statistical Table and APRA's Quarterly ADI Property Exposures statistics. No commercial data licence is required for the ABS or RBA series.

4Epoch Analysis & Regulatory Chronology
The certified baseline spans March 2011 to December 2025 for the CPI and PPI vectors (N = 60 quarters) and March 2021 to December 2025 for the consumer inflation expectations vector (N = 20 quarters). The record below sets out the material epochs contained within that baseline and the regulatory response that followed.

**Baseline formation (Q1 2011 – Q4 2020):** Housing CPI Z-scores range from −1.5342σ (Q1 2011) to +0.0027σ (Q1 2020), establishing the μ and σ parameters against which subsequent readings are measured.
- **Acceleration (Q3 2021 – Q4 2022):** Housing CPI Z-score rises from +0.0651σ (Q3 2021) to +1.0148σ (Q4 2022), crossing +1.0σ in Q4 2022, as annual housing cost growth reaches 10.61% and house construction producer prices rise 17.25% over the year. Consumer inflation expectations peak at +3.1355σ in Q2 2022.
- **Elevated plateau (Q1 2023 – Q2 2025):** Housing CPI Z-score holds between +1.1789σ and +1.8878σ. Annual housing cost growth slows from 9.85% (Q1 2023) to a low of 1.03% (Q4 2024) and runs below headline CPI growth from Q3 2024 to Q2 2025.
- **Two Standard Deviation Event entry (Q3 2025 – present):** Housing CPI Z-score crosses +2.0σ in Q3 2025 (+2.1239σ) and reaches +2.5220σ in Q2 2026, the highest in the record, as annual housing cost growth re-accelerates to 7.15% (Q1 2026) and 6.80% (Q2 2026). The certified composite crosses +2.0σ in Q2 2026 (+2.1049σ).
- **Monetary and prudential response (February – May 2026):** The RBA lifts the cash rate from 3.60% to 3.85% in February 2026, following a 3.4% annual trimmed mean CPI print for the December quarter 2025, then to 4.10% in March and 4.35% in May. APRA's limit on new residential mortgage lending at a debt-to-income ratio of six or more, at 20% of new lending, takes effect on 1 February 2026.

The certified composite moved from +1.5379σ (Q4 2025, four vectors) to +2.1049σ (Q2 2026, five vectors), crossing the +2.0σ threshold. The Trimmed Mean CPI vector added in September 2026 reads +2.3236σ, almost exactly level with the headline index, so its inclusion lifts the composite only modestly (from +2.0502σ on the four-vector basis) while anchoring the reading in the RBA's preferred measure of underlying inflation. All five vectors sit above their baseline means at Q2 2026, four of them beyond +2.0σ (Housing +2.5220σ, Headline +2.3236σ, Trimmed Mean +2.3236σ, PPI House Construction +2.1540σ). Consumer inflation expectations, at −0.0477σ as recently as December 2025, have climbed to +1.2014σ — the market no longer anticipates near-term mean reversion.

7Analytical Interpretation
The certified composite of +2.1049σ (Q2 2026) places Inflation (21220) in Two Standard Deviation Event territory, up from +1.5379σ at the Q4 2025 baseline certification. Four of the five vectors now read beyond +2.0σ — Housing CPI (+2.5220σ), Headline CPI and Trimmed Mean CPI (both +2.3236σ), and PPI House Construction (+2.1540σ) — and the fifth, consumer inflation expectations, has climbed to +1.2014σ. The convergence of every vector above its baseline mean indicates that inflationary pressure bearing on residential asset holding costs is structurally entrenched rather than confined to a single price component. The Trimmed Mean CPI, added to the composite in September 2026 as the measure of underlying inflation, reads almost exactly level with the headline index: the pressure is not a headline artefact of volatile items.

**Position.** 100.0, ranked against 22 quarters of the node’s record: the current reading is the highest in that record, so the Z-score is the more informative of the two figures.

The PPI House Construction index crossing +2.0σ in Q1 2026 (179.0, Z = +2.0125σ), for the first time in the record, is analytically significant. Construction producer prices rose 5.92% over the year to Q2 2026, up from 0.35% a year earlier, so the renewed rise in housing costs is now accompanied by a sustained increase in the input cost of residential dwelling production. The order differs from 2021–22: housing cost growth re-accelerated from Q3 2025, a quarter before construction producer price growth did. This transmission pathway operates independently of monetary policy: reductions in the cash rate will not deflate the construction cost base already embedded in the Housing CPI index level.

The climb in Consumer Inflation Expectations from −0.0477σ (December 2025) through +0.7166σ (Q1 2026) to +1.2014σ (Q2 2026) is the most consequential movement in the vector set over the two quarters. It indicates that the market's expectation of mean reversion — the dominant forward signal as recently as Q4 2025 — has fallen away. This vector's baseline is short (the RBA series begins in 2021, 20 quarterly observations), so its Z-scores are read as directional rather than precise. The interaction of this expectations shift with the Reserve Bank's three cash rate increases in 2026 and APRA's debt-to-income lending limit represents a compounding constraint environment across Interest Rates (21210), Inflation (21220), Banking & Lending Regulation (21350) and First Home Buyer Lending Share (21660) simultaneously.
